- The purpose of this modification is to allow for an additional 7 days for a total of 15 days in accordance with FAR 6.302. See required response date as shown below. The Center for Disease Control and Prevention (CDC) intends to award a purchase order to Wisconsin State Proficiency Testing Program, 2601 Agriculture Drive, P.O. Box 7996, Madison, WI 53707-7996. The authority for this sole source is FAR Part 6.302-1 and FAR Part 13.106-1. The contractor shall obtain leaded bovine blood, prepare, aliquot, store and distribute bovine whole blood materials suitable for lead, cadmium, and mercury measurement. Data analysis and evaluations will be required in accordance with the statement of work. Justification for other than full and open competition is because vendors do not utilize bovine blood materials, insufficient proficiency testing controls and equipment are not readily available. This is not a request for competitive proposals and a solicitation is not available. Firms that believe they can provide these services/supplies are encouraged to identify themselves and give written notice to the Contract Specialist prior to the response date found in this synopsis. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
