Description
The VA NW Health network (VISN 20) intends to negotiate a sole source contract with Proquis Inc. Schaumberg, IL to furnish and install the Proquis Lab Centric, Pathology and Laboratory Medicine Service Compliance Management System. The existing system shall include the Lab Centric Common Documents software using the CLSI GP2-A5 recommendations for document content format. It shall be based on the congruency of the operating laboratories to the College of American Pathologists (CAP) Accreditation Standards. This procurement is being conducted in accordance FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. NAICS 511210. To the best of our knowledge, Proquis Inc. is the only vendor who can provide this proprietary software that will only operate behind the VA firewall on a local intranet server and has been used in a Clinical Laboratory Environment. VISN 20 requires a system that will incorporate the proper management of the hundreds of policies, standard operating procedures, forms and records for the Portland VA Medical Center Pathology and Laboratory Medicine Service. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Office within (seven) 7 calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VA NW Health Network (VISN 20), 5115 NE 82nd, Suite 203, Vancouver, WA 98662 or via fax to (360) 256-0936. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, VISN 20 will proceed with the sole source negotiation with Proquis, Inc.
