- The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends toaward a Firm Fixed Price commercial purchase order on a Sole Source basis to American Telephone and Telegraph (AT&T) for the procurement of remote site Wide Area Network (WAN) connectivity and call processing services. Theses services are in support of existing contract N66001-08-M-1088 awarded to AT&T on 17 July 2008 on a sole source basis. N66001-08-M-1088 was issued for the procurement and installation of a 911 emergency dispatch operation for the Navy C41 program at the Commander Navy Region Southwest (CNRSW). The AT&T Power911 (5.1)/Viper is the only known system that can be configured with the existing AT&T Positron system to pass emergency calls to the 911 operator. The services under this procurement will make the system currently being installed by AT&T under N66001-08-M-1088 fully functional. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A sole source solicitation will be issued. The solicitation will be transmitted to the sole source contractor by means other than posting it publicly on the SPAWAR ECC Business Opportunities web site.
