- The purpose of this amendment to the “Notice of Intent to Award to a Sole-Source” is to: 1) correct the FAR reference of the original notice: This requirement will be made on a sole source basis under the authority of FAR Part 6.302-1(a)(2) concerning only one responsible source, and 6.302-1(c) concerning brand-name or equal. And 2) to add further information about the functionality of the IComplaints software: MicroPact Engineering, Inc. has the technical knowledge and experience that is required to meet the Departmental Treasury’s business needs via the i-trak System. MicroPact used their “i-ComplaintsTM” proprietary software and customized it to meet all of the IRS’s business needs and technical requirements. As a result, MircoPact developed the three existing modules of i-trak: Correspondence Control Tracking Module, Equal Employment Opportunity (EEO)/iComplaintsR Module, and Office of Professional Responsibility (OPR) Module. MicroPact’s unique qualifications include a web-based application that provides the capabilities for inputting, processing, tracking, managing, and reporting on the IRS Commissioner’s controlled correspondence, complaints cases, and EEO complaints and cases. In addition, MicroPact’s software expertise includes a set of business rules which ensures mandatory compliance with ‘EEOC MD 110, EEOC reporting requirements’, and ‘29 CFR 1614’. i-trak is Section 508 Compliant and was developed following SEI CMM Level III certified software development approach. Any comments should be provided no later than 12:00 AM EST on August 29, 2008. If no compelling responses are received, the award for this requirement will be made to MicroPact Engineering, Inc.
