- The Department of Veterans Affairs is seeking Offerors to design-build a four (4) storey pre-engineered Administration Building at the VAMC, Washington, DC. Contractor will provide all labor, tools, equipment, materials, and supervision necessary to design-build a new pre-engineered four (4) storey administration building of approximately 34,000 SF (8,480 per floor)including a hydraulic elevator to serve all four levels as well as an enclosed and conditioned four storey catwalk/pedestrian bridge between and main hospital and this structure. Cost range is between $5,000,000.00 and $10,000,000.00. NAICA code 236220, size standard $31.0 million. This announcement is open to all businesses regardless of size. All responsible sources may submit a proposal, which shall be considered by the Department of Veterans Affairs. To schedule a pre-proposal conference/site visit please contact the Contracting Specialist via e-mail before August 8, 2008. Electronic solicitation documents will be made available in electronic format only through the VA website at: http://www.fedbizopps.gov. It is recommended that you complete the solicitation mailing list on the website before downloading the solicitation. Contractors are advised that they are responsible for obtaining all amendments. Sealed proposals are due to the Contracting Specialist by September 5, 2008 @ 3:00 PM local time (EDT). There will be no public opening. The Contracting Specialist is Dorrence A. Note that business will be rated based on their size and in the following order listed being given higher preference during the review process. Disabled Veteran Owned Small Business (DVOSB) Veteran Owned Small Business (VOSB) Small Disadvantaged Business (SDB) Hub-Zone Small Business (Hub-SB) Women Owned Small Business (WOSB) Other Small Businesses (SB) Large Business (LB) ** ** If the selected firm is a large business, concern, a subcontracting plan consistent with Section 806 (b) of PL 100-180, PL 95-507, and PL 99-661 will be required after the proposals/bids have been reviewed. A minimum of 45% of the total planned subcontracting dollars shall be placed with small business concerns. At least 20% of shall be for small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 10% shall be for women owned small businesses (WOBS), 3% shall be for Hub-zone small businesses (Hub-SB), 3% shall be for veteran owned small businesses (VOSB) and 3% shall be for Service Disabled Veteran owned small businesses (SDV).
