- <ins datetime="2008-08-22T12:46" cite="mailto:ted.weitzman">(i) </ins> This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart.6 as supplemented with additional information in the notice. (ii) The Solicitation number is FDA-SOL-08-1043975. <ins datetime="2008-08-22T12:46" cite="mailto:ted.weitzman">(iii)</ins> This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. <ins datetime="2008-08-22T12:47" cite="mailto:ted.weitzman">(iv)</ins> The associated North American Industrial Classification System (NAICS) code for this procurement is 335921 a small business size standard of 1000 employees. <ins datetime="2008-08-22T12:47" cite="mailto:ted.weitzman">(v) </ins> The DHHS FDA Office of Acquisitions and Grants Services requires the following items, Brand Name or Equal. FDA prefers the NetOptics 10GB Fiber Taps solutions, or equal and NetOptics 1000BASE-T 1.25 GBd Small Form Pluggable Low Voltage (3.3 V) Electrical Transceiver over Category 5 Cable, or equal of which it must be able to complete all requirements and salient characteristics identified in "Evaluation Criteria". DESCRIPTION OF WORK/STATEMENT OF WORK: The FDA has a need to improve its total traffic visibility for monitoring and security devices by placing 10GigaBit Fiber Taps on critical network links. The FDA is looking for a slim profiled 10 GigaBit Fiber Tap solutions to permit installation of up to eight Taps in a one rack unit panel. The solution shall provide availability for both single mode and multimode fiber. The 10 GigaBit Fiber Taps. Evaluation Criteria for Competitive Proposals The specific requirements of the Fiber Taps should include the following: •· Shall provide passive access at speeds at 10,000 Mbps without data stream interference or introducing a point of failure. •· All-optical design optimized and tested for 10 Gigabit fiber networks. •· Must have permanent in-line installation without affecting network performance. •· Must be able to pass all full-duplex traffic (including errors) from all layers for comprehensive troubleshooting. •· Taps shall not require an IP address, enhancing ability for monitoring security. •· Shall be completely transparent to the network •· Shall require no power. •· Front-mounted connectors. •· Rack frame availability to holds up to 8 Taps. •· Must be compatible with all major manufacturers' monitoring devices, including protocol analyzers, probes, and intrusion detection systems. The 1000BASE-T modules shall offer full-duplex throughput of 1000 Mbps by transporting data over shielded and unshielded twisted pair category 5 cable with 5-level PAM (Pulse Amplitude Modulation) signals. The 1000BASE-T module shall take signals from both the twisted pair category 5 cable and the SerDes interface. The 1000BASE-T module shall be: •· RoHS-6 Compliant •· Designed for Industry-Standard, MSA Compliant •· Small Form Factor Pluggable (SFP) Ports •· Compatible with IEEE 802.3:2000 •· Custom RJ-45 connector with integrated magnetics •· Link lengths at 1.25 Gbd: up to 100 m per IEEE802.3 •· Low power, high performance 1.25 Gbd SerDes integrated in module •· Single +3.3 V power supply operation •· Auto-negotiation per IEEE 802.3:2000 Clause 28 (Twisted Pair) and Clause 37 (1000BASE-X) •· Compatible to both shielded and unshielded twisted pair category 5 cable •· Rated for Commercial Temperature applications (0° - 70° C) The contractor shall also provide a quote for Brand Name "NetOptics" or Equal for the following listed 18 Line items and Quantities. The following addenda have been attached to this provision: None The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product/service offered meets the Government's requirement 2. Price. Technical Capability and Price are of equal importance. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive material necessary for the government to determine whether the product and/or service meets the technical requirements. Offerors shall include technical specifications, descriptive material, literature, brochures and other information corresponding to each minimum required item, which demonstrates the capabilities of the offeror. The government reserves the right to make an award without discussions. The Provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. Offerors shall complete and return a copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
