Description
SUBJECT: HIGH PRESSURE CATALYTIC REACTOR SYSTEMThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-08NT000903 the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), Pittsburgh, PA, intends to purchase the following per the following specifications: (1 EACH) A High Pressure Catalytic Reactor System with the following technical requirements: Automatic, computerized fixed-bed reactor system which can be operated up to 700 oC and 100 bar All the valves and process layout are located in a hot box to preheat the reactants efficiently while avoiding the possible condensation of volatile products Capable of bypassing the reactor before reaction starts until stabilization of the reaction is achieved and analysis begins The control system uses a PID controller for each control loop (distributed control) and a microprocessor for the specific configuration of safety events and security system Allows programming and modification in real time of experimental series and allows saving of these experiments for later runs Design of the furnace using radiant type heaters to achieve high-speed changes of the selected set point. Accurate and continuous control of the furnace via a thermocouple placed in the catalytic bed. The pressure control system is based on a micro-actuated, servo-controlled valve, which allows a very good control of pressure with multiphase streams (liquid and gas) and a very stable flow in the outlet particularly under conditions of high pressure and low flow The level sensor is designed to work with a very low dead volume (~0.4ml of liquid). For high-pressure experiments, the low dead volume allows the liquid stream to reach the system outlet in just minutes after reaction starts. More information about a reaction can be obtained in the first minutes of the reaction Several independent safety levels: automatic switch-off in case of any trouble, liquid level, pressure and temperature security systems based on RS485 microprocessor and independent of PC and user specified functions for alarm actions, configured and programmed by touch screen Three mass flow controllers Three shut-off valves, three check valves, and one gas mixer Check valve for liquid feeding Very low dead volume process lines, fittings, and valves HPLC liquid pump Automatic liquid/gas separator with level control for operation with liquids and gases at high pressure in continuous mode Stand-alone PC for automatic control Additional mass flow controller (4th MFC) Additional six-port valve for special applications Spare reactor (SS 316) Heated Pump Head (70oC) plus heated 316SS vessel for heavy hydrocarbons or high viscosity liquids HP Liquid-Gas Separator w/ Temp Control (0-65 oC) Gas chromatograph with 6 heated zones, 2 analog out, capillary S/SI inlet w/ EPC, FID w/EPC, TCD w/ EPC, 6 port gas valve, automated valve, interface a 0.53 mm column including a methanizer and GC software. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the best value evaluated price. Evaluation is based on best value to the Government including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 423490. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This is a small business set-aside. All offers are due no later than 5:30 p.m. Eastern Time Zone on September 15, 2008. All quotes must be E-mailed to both Robert.Mohn@netl.doe.gov and Christopher.Matranga@netl.doe.gov.
