- This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement for the Department of Interior (DOI), Bureau of Land Management (BLM), National Training Center (NTC) located at 9828 N. 31st Avenue, Phoenix, Arizona 85051. The DOI/BLM/National Training Center has a requirement for the upgrade and repair of the Closed Circuit Television (CCTV) for the National Training Center Facility. This notice is hereby issued as RFQ. No. TCQ080010. This constitutes the only Request For Quote (RFQ) that will be issued, a separate RFQ will not be issued. All responsible sources are encouraged to submit a quote. Quotes shall be submitted to Santiago Almaraz, 9828 N. 31st Avenue, Phoenix, Arizona 85051 or emailed to Santiago_Almaraz@blm.gov by close of business, 4:30 PM Local Time, on Wednesday, September 17, 2008. This is a 100% set-aside for SBA certified 8(a) Small Business concerns. The NAICS code for this acquisition is 561621. The Small Business Administration size standard is $17.0 million. 1.STATEMENT OF WORK Bureau of Land Management, National Training Center, 9828 N. 31st Ave, Phoenix, AZ 85051Repair and upgrade the BLM National Training Center Closed Circuit Television (CCTV) SystemDESCRIPTION OF SERVICES. Contractor to provide all equipment, tools, materials, transportation, labor and supervision necessary to repair and upgrade the BLM National Training Center Closed Circuit Television System (CCTV) to improve current surveillance capabilities and provide technical documentation on the installation and system.DESCRIPTION OF CURRENT CCTV SYSTEM. The current system consists of 14 color and two B/W cameras. The cameras are mounted at various locations on the four structures that comprise the BLM National Training Center. The camera cabling terminates at a Panasonic WJ-HD500 digital disk recorder with an additional WJ-HD500A recorder and WH-HDE500 extension drive unit. Images are viewed in the building manager's office and at the main entrance reception desk.REPAIRS AND UPGRADES REQUIRED.a. Repair and upgrade work shall be performed in such a manner that any and all new equipment or parts installed or replaced shall be fully compatible with the existing system and not limit or reduce in any way the current capabilities of the CCTV system.b.Provide labor and materials to replace, repair, or install optical cabling as needed, ensuring the CCTV network is fully operational and connected in such a manner to provide trouble-free monitoring of all cameras by both the safety officer and front desk receptionist.c.Provide and install a 16 channel digital video recorder with a minimum of 1TB of hard drive storage to allow playback of images observed by the cameras. The recorder should be a Pelco DX4616 or equivalent equipment with like product features and technical specifications. If the contractor proposes equivalent equipment, technical specifications will be provides to the contracting officer for review.d.Provide and install one nineteen inch LCD monitor in the safety officer's office. The monitor should be a Pelco PMCL419 or equivalent.e. Provide and install Pelco ICS110 or equivalent low light color dome with varifocal lens at location marked 1 on attached drawing.f.Relocate existing camera from location 1 and install at location marked 2.g.Replace B/W cameras at locations marked 3 and 4 with Pelco C10DN-6 day/night camera or equivalent. Existing enclosures will be reused.h.Replace two non-functioning cameras in the parking enclosure with Pelco C10DN-6 day/night camera or equivalent. Existing enclosures will be reused.i.Replace camera at location marked 9 with a surface mount 2 camera dome, Videolarm QSM75C2-70NA or equivalent with two high resolution day night cameras to allow view of the fire lane and entry gate. Three will be located at the north side of the facility at the property edge facing into the parking lot. Three will be located at the south side of the facility on the parking structure and at the property edge facing into the parking lot. n.Provide and install power supplies, cable and connectors, and UTP transceivers as required. SYSTEM DEMONSTRATION. After all necessary repairs and upgrades have been completed; contractor will conduct a system demonstration with NTC personnel to ensure the system is fully operational and problem-free.TRAINING. After successful system demonstration has occurred, if any additional training of NTC personnel is required, the contractor will provide up to one hour of training to no more than six NTC employees.SYSTEM INFORMATION. The contractor will provide technical diagrams/schematics of the system as installed, and a complete equipment and parts listing to include brand names, quantities, model and serial numbers of every contractor provided component to the COR.WARRANTY INFORMATION. In addition to system information described above, the contractor will also provide, in writing, all equipment and service warranty information to the COR.HOURS OF OPERATION. Normal business hours of operation are 7:30 a.m. to 5:00 p.m. Repair and upgrade work may take place during all facility hours of operation, provided coordination with the COR and NTC staff has taken place. 2.SITE VISIT:Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Offerors shall notify the government of intention to attend the Site Visit no later than Monday September 8, 2008, Close of Business, 4:30 PM (Local). This RFQ will be conducted as a commercial item acquisition in accordance with FAR Part 12. The Department of Labor Service Contract Act, Wage Determination No. 2005-2023, Revision 9, dated 5/29/08 is applicable to this requirement. The following provisions and clauses are incorporated and in effect through Federal Acquisition Circular (FAC) 2005-26. The FAR clauses and provisions are incorporated into this acquisition shall be: 52.212-1 Instruction to Offerors- Commercial Items (Jun. 2008), 52.212-3 Offeror Representations and Certifications - Commercial Items (Jun. 2008). 52.212-4 Contract Terms and Conditions - Commercial Items (Feb. 2007), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun. 2008) (Sections 5, 15, 16, 17, 18, 19, 21, 24, 28, 31, 36), ( c)(1) and (2) Electrician WG-10.
