- This is a combined synopsis and solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25 and DFARS Change Notice 20080513. This will be an unrestriced acquisition, with no Small Business Size Standard in effect. Reference number F1Q3LS8030A001-Deliver and Replace Top Layer of Bowling Lanes is issued as a request for quotation (RFQ). A site visit will be held on 8 Sep 2008, at 1:00 PM Eastern Time. Although attendance is not mandatory, all interested parties eligible to quote are invited to attend, please confirm attendance via e-mail to include names and contact information for all individuals to be present not later then 4 Sep 2008, 10:00 AM Eastern Time. IAW FAR 252.204-7004, all firms or individuals responding must be registered with the Central Contractor Registration (CCR). To register, please visit http://www.ccr.gov. Offerors shall electronically complete FAR 52.212-3, Offeror Representations and Certification -- Commercial Items at Website http://www.bpn.gov/orca. Oral quotes will not be accepted. Quotes must be submitted on an all or none basis. Equal or better items will be evaluated and are accepted, providing specifications are received as well as a brief description explaining why the proposed item is equal or better. Your quote must include discount terms, delivery date, tax identification number, cage code, and DUNS number. Wide Area Workflow is the Dept. of the Air Force's mandatory method of electronic invoicing. More information can be found at https://wawf.eb.mil. Description of requirements: Title: Install 12 lanes, approaches and pin decks Dover AFB The scope of work for this project is as follows in this Statement of Work (SOW). The contractor shall furnish all plant, labor, equipment, materials, and incidentals unless otherwise specified. No alterations, additions, or deletions shall be made unless prior approval is given in writing by the Contracting Officer (CO). The contractor shall provide a minimum of two working days notification prior to initially starting on-site work and prior to restarting on-site work following any discontinuance lasting more than five days. Upon completion of work, the project shall be suitable for its intended use. The contractor's proposal must be supported by necessary documentation to indicate that engineering and planning to accomplish the delivery order requirements have been done. Documentation that shall be submitted with the proposal includes, but is not limited to, drawings, a detailed cost estimate, and an execution narrative. The documentation shall be used to support and verify the contractor's cost estimate and proposed construction methods. PROJECT DESCRIPTION: The project consists of, but is not limited to the following requirements to install the top layer of all 12 lanes. Also installation of the approaches and pin decks in B420. Lanes Remove the top layer on all 12 lanes of the current Murrey lanes, and install the awarded contractors' lanes. Lanes will be synthetic with a glow in the dark effect they must have a lifetime warranty against delamination. The lanes will pass the strict USBC certification before being signed off. The head panel will have arrows in the laminate at the appropriate locations and in accordance with USBC specifications. The lane panel will have down lane markings which are in the laminate. Lanes will be anchored to the second layer of lanes after the Murrey lanes are removed. Approaches Approaches must pass strict USBC certification. Approaches will have guide markers imbedded into the laminate at the appropriate locations and in accordance with the USBC specifications. The bowlers slide area of the approach will not have any seams to provide more consistent sliding conditions. Pin Decks The pin decks will have an anti skid laminate to reduce out-of-ranges and sliding pins. The pin decks will be clearly marked for the proper placement of bowling pins. Installation Installation of the lanes, approaches, and pin decks will not have a huge affect on bowling operations. Installation will be done by trained and certified professionals. Warranty The Warranty will be a lifetime against delamination 5 years on materials 1 year on labor 30 days on USBC specifications FOB: Destination for delivery to 436 SVS/SVBB, 420 Tuskegee Blvd, Dover AFB, DE 19902.
