- Description
- The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis for a BD FACSAria Fluidics Upgrade with BD Biosciences 2350 Qume Drive, San Jose, CA 95131. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. The following salient characteristics apply to the Special BD FACSAria Upgrade: 1.Replacement of intermediate plenum system on current FACSAria with a direct pressure system. Must be compatible with existing FACSAria system. 2.Upgrade of current fluidics cart with pressurized sheath tank, replacing earlier non-pressurized sheath tanks. 3.Modifications to flow cell and sort nozzle, with improved zirconium nozzle inserts to replace previous metal/ceramic versions. A special non-sorting zirconium nozzle will also be included in this upgrade package, allowing simpler operation of the instrument during analysis-only (non-sorting) applications. JUSTIFICATION: 1.Statutory authority: Statute: 13.106-(b)(1) (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. The FACS Core maintains a BD Biosciences FACSAria cell sorter to supplement the cell sorting capabilities provided by our existing FACSVantage, and to provide additional sorting to the Pediatric Oncology and Dermatology Branches. This cell sorter uses an erarlier-generation two-stage fluidic system, allowing mid-sort tank refills without interrupting sorting. However, this two-stage system has proven to be very complex and prone to breakdown, requiring large amounts of instrument service and occasional downtime. In 2007, BD Biosciences did a significant redesign of the FACSAria, eliminating the two-stage fluidic system and going back to a more traditional one-stage system. The FACSAria II, the next generation of the FACSAria series, has this one-stage system. In addition, BD Biosciences has offered upgrades of older FACSAria two-stage systems to this one-stage system. We are requesting this upgrade. This upgrade should make the older FACSAria system more reliable and less prone to breakdown and downtime, as well as reducing servicing requirements. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM ET on September 16, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
