Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 813110, Size Standard 500. Solicitation/Purchase Request number F2K0AC8206A901 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-26 effective 12 JUN 08. The Government intends to award one contract line item numbers: (CLIN 0001) for Catholic Priest STATEMENT OF WORK (SOW) 1. Contract Position Title. Catholic Priest. 2. Scope of Responsibilities. Provides management of the Catholic program, Catholic religious services, and Catholic rites and rituals. Maintains a liaison with the Catholic Church at Diocesan, Archdiocesan, and national levels to meet the needs of the Kirtland Air Force Base Catholic military personnel, their families, retirees, and civilian contractors. Consults and coordinates with the Wing chaplain, who in turn monitors the contractor's work. This is a part-time 25-30 hour per week position. Priest needs to be physically in the office at least 15 hours a week: 13 hours Monday - Friday, and 2 hours Saturday and Sunday. To include 3 daily masses and Holy days. Will conduct funerals for registered parishioners and active duty military. 3. Education and Experience Requirement. The Catholic Priest must have: 3.1. Knowledge of Scripture, teachings of the Roman Catholic faith and Cannon Law. 3.2. Knowledge of the role of a Catholic chaplain in adverse and pluralistic military religious environment 3.3. Thorough understand of and extensive pastoral experience in the special problems involved in a military community. 3.4. Knowledge of the structure, functions, practices, and rules of a military base. 3.5. Be a Priest in good standing with a Diocese or religious community, have the permission of his Ordinary/Superior, and the endorsement from the Archdiocese for the Military Services (AMS). Preference shall be given to experience in military service Catholic Parishes. 3.6. Participate in a qualifying interview and be able to clearly express the details of basic Catholic doctrine. 3.7. Furnish a resume including academic and work related references. 4. General Responsibilities. The Catholic Priest will: 4.1. Provide Catholic Worship, Liturgy, Rites and Pastoral Care. Establishes periods of Catholic worship, provides the proper liturgical environment, and conducts scheduled Eucharist services as well as devotions, prayer services, sacramental rites and funerals. Initiates development of special services in times of national crisis and mourning or national celebration and thanksgiving. Prepares homilies/sermons of highest quality. Provides sacramental ministry to all Catholic military members and their family members to include a full Religious Education program. Provides leadership for scheduled chapel worship services. Officiates at bedside hospital services for military members and their family members. Creates an environment that encourages Catholic fellowship and promotes the common values that support a military parish. 4.2. Exercises management oversight responsibilities as Catholic Priest. Advises and provides counsel to contractors and volunteer staff regarding policies, procedures, and directives of management: Explains expectations to contractors and volunteers. Identifies contractor and volunteer developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. 4.3. Provide Priest oversight of a religious education program in accordance with the guidelines set forth by the Air Force Chaplain Service and AMS. 4.4. Submit accurate and timely reports. 4.5. Provide spiritual counseling to members of the Catholic Parish and any Catholic military personnel. 4.6. Coordinate with the Catholic Parish Coordinator to procure necessary materials and supplies as needed. 4.7. Comply with AMS Priest requirements (attached), all Federal, State, and Local Laws and requirements and Air Force Instructions that apply to this position. 4.8. If awarded the contract, the contractor must submit an application for a background check to the Wing chaplain according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks. 5. Specific Responsibilities. The Catholic Priest will: 5.1. In consultation with the Wing chaplain, develops with the Catholic Lay Advisory Council an annual calendar of events, CTOF and appropriated fund budgets, and submit these items to the Wing chaplain as determined by local instructions. 5.2. Conducts Mass at least three weekends per month and daily Mass at least three times a week. Arriving at least one-half hour prior to the beginning of Mass. 5.3. Perform Catholic Sacraments or subcontract a Priest or Deacon with faculties to provide Catholic Sacraments as requested by Active Duty members 5.4. Keep a record of attendance and rites performed and submit these records on the monthly Chaplain Service Air Force Form 1270 reports and the quarterly AMS Report according to AFIs and AMS instructions. 5.5. Hold monthly planning meetings with the Catholic Lay Advisory Council. 5.6. Maintain office hours at Chapel at least 3 days during each week. 5.7. Accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract. 5.8. The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Wing chaplain. Submit the names and qualifications of proposed subcontractors to the Wing chaplain for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). Contractor is responsible for payment of substitute. 6. The Wing Chaplain. 6.1. Provides Chapel Tithes and Offerings Funds (CTOF) for at least one training event that relates specifically to Catholic issues, when funding is available and cannot be provided by appropriated funds. 6.2. Provides office space with desk, chair, computer, printer, filing cabinets, bookcases, phone, expendable office supplies and other items deemed necessary to perform services described in this SOW. 6.3. Will monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work, and given an opportunity to correct nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance. QUANTITY: 12 UNIT OF MEASURE: MONTHS DESIRED PERIOD OF PERFORMANCE: 1 NOV 08 - 31 SEPT 09 FOB: DESTINATION Inspection and acceptance: DESTINATION.
