Description
In accordance with FAR 6.302-1, the U.S. Army Engineering and Support Center, Huntsville, AL intends to award a new contract for a three month period (1 October 2008-31 December 2008) on a sole source basis to Faithful and Gould in Atlana, GA. This requirement is for the study and evaluation of the Area Cost Factors software program used to evaluate the cost of construction at any given military location as compared to a United States average. The contractor will address materials, labor rates and equipment prices and determine if any changes need to be made to the items selected and whether the current weighting should be adjusted. Also, the contractor will address changes in material types for general construction for countries outside the United States as compared to the United States. The contractor will be asked to look at the overall matrix factors of the Area Cost Factors computation to determine validity and whether any changes need to be made in the computational process or the pricing adjustment factors currently being used. The contractor shall then make recommendations for making the factors more current and accurate based upon the most recent data and the newest changes in construction technology, practices, codes and available information. THIS IS NOT A FORMAL SOLICITATION. Contractors who feel they can provide the U.S. Army Engineering and Support Center, Huntsville, AL with the above services are invited to submit in writing an affirmative response which includes, as a minimum, the firms capability, familiarity with the system, evidence of experience, and any information that sufficiently indicates a bona fide ability to fully meet this specific requirement with no disruption in service or compatibility issues. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. If no written responses are received by 18 September 2008, by 5:00 PM Central Time, the requirements stated above will be awarded to Faithful and Gould.
