- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) intends to procure on a sole-source basis for services regarding "Cell Culture Supplements for Glioma Progenitor Cells" with R&D Systems, 614 McKinley Place NE, Minneapolis, MN 55413. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. Period of Performance: Performance shall be for four months from date of award. The on-going project of neuronal/tumor stem cell cultures has been worked in Neuo-Oncology Branch (NOB) for more than five years. The NCI is employing such unique cell culture methods to study gliomagenesis and the therapeutic strategies for brain tumors, in which, various growth factors, such as recombinant human FGF and EGF, as well as PDGF are absolutely required. R & D Systems is one of the leading life science and high technology companies to produce such specific cell culture supplements. This is the continuation of an on-going study that must avoid any potential variables because of changing the provider. In this on-going project, we have used recombinant human FGF, EGF, and PDGF from R & D Systems for years. Changing suppliers of these products would introduce new variables into on-going research and would be detrimental to the scientific validity of the results. The project's specific objectives are to augment the Veterans Health Administration's existing colorectal cancer care electronic quality measurement system tool to develop, with co-investigators at the University of Minnesota and the Minneapolis VAMC, a patient and caregiver specific component of the tool in the form of a mailed survey that will complement the data collected from the medical record abstraction portion of the Cancer Care Quality Monitoring System. Once the survey has been developed, it will be linked with the CCQMS medical record abstraction tool and will be shared with colleagues in the Department of Defense for use in their health care system. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on September 17, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
