Description
The Federal Bureau of Investigation (FBI) intends to negotiate, on a sole source basis, a one time, Firm Fixed Price contract, under commercial item procedures, with The GateWorks Group. This notice will be distributed solely through the General Services Administration's (GSA's) Federal Business Opportunities (FBO) website: www.fedbizopps.gov. This action is being processed in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties are responsible for monitoring the FBO website to ensure they have the most up-to-date information about this acquisition. The FBI has a requirement for three License Plate Readers (LPRs) for use in covert missions. Based on market research, testing, and contacts made with knowledgeable individuals within the government, intelligence community and the related industry, of other commercially available LPRs, it has been determined that the FBI's requirement for the above items can only be provided by The GateWorks Group of Irvine, CA. The GateWorks Group LPR is the only product that includes two critical elements necessary for the success of the FBI's missions: long range capability (120-200 feet), and a remote control pan-tilt-zoom feature. Together, these capabilities allow for the camera system to be quickly mounted and then camera position to be adjusted from a remote location. This notice of intent is not a request for competitive quotations; however, interested parties may provide a written response to this notice and provide evidence to substantiate that capability or submit a response by September 10, 2008, 1:00 PM, EDT. All correspondence must be submitted via email to meinspahr@fbiacademy.edu. No phone calls will be accepted. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Classification System Number is 334310 and the size standard is 750 employees. This contract will be awarded as a commercial item in accordance with the procedures of Federal Acquisition Regulations, Parts 12 and 13.5. All offerors must be registered in the Central Contractor Registration Database. Interested parties must also be registered and have completed the On-line Representations and Certifications Application (ORCA).
