PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: S--Utilities and Housekeeping Services OFFADD: USDA - U.S. Forest Service, Fire and Aviation Management, 3237 Peacekeeper Way, Suite 101, McCellan, CA. 95652 SUBJECT: S-214, Carpet Laying SOL: AG-9J61-S-08-0004 POC: Kathryn Griffin, Contracting Officer, (916) 640-1064 DESC: This is an AMENDED combined synopsis/solicitation for furnishing and installation in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is AG-9J61-S-08-0004. The solicitation is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-26. This procurement is set-aside for small business concerns. The small business size standard is $14 million. The NAICS Code applicable to this RFQ is 238330. ITEM 001: SCOPE OF WORK: (1). The scope of work for this contract includes removal & disposal of existing coving/carpet, floor preparation and installation only of new carpet, and FURNISH and installation of cove base, GOVERNMENT TO FURNISH CARPET. The successful contractor shall provide carpet measurements to the Government for the Government to purchase the carpet. The carpet shall be delivered to the contractor’s warehouse. (2). Proposed work is to occur in the hallways, Cafeteria, and Annex classrooms, (see floor plan).( 3). The 4" cove base shall be furnished & installed by the contractor in all areas which have existing cove base. (4). Contractor shall supply and install transition molding (tile to carpet) where needed. SITE PREPARATION Successful contractor shallbe responsible for: (1). The preparation of existing floor to ensure that a direct glue application can be utilized. (2). The removal of the existing cove base and proper surface preparation as per manufacturer's specifications for all new floor covering and cove base. (3). Any high or low areas will be properly leveled to insure a smooth level floor surface for new products.( 4). The contractor will be responsible for the disposal of all carpet. (5). All phases of the removal and installation process shall be coordinated with Mark Hayes the Facilities Manager. The scheduling is to provide as little disruption of the daily activity of the Govt. facility as possible. (6). All work will be coordinated between the movers, painters, and flooring company to maximize time. CARPET SPECIFICATIONS: (1). Supplier shall be responsible for verifying all quantities and final measurements and for providing final measurement of amount of carpet needed by the Government. (2). The total carpet amount to be replaced is approximately 46,000 sq. ft and will be replaced with same type of rolled carpet. COVE BASE FOR AREA: (1). Cove base shall be a 4" Rubber/Vinyl Cove Base and match the existing color. (2). Old cove base and adhesive shall be removed and disposed of by contactor; then, new cove base shall be furnished and installed. (3). Installation shall meet all manufacturers’ recommended guidelines utilizing approved adhesive; low VOC. (4). An estimated lineal ft of coving is not available, vendor shall field measure coving for inclusion in quote. INSTALLATION: Schematic drawing is provided showing hallways and rooms where carpet and coveing shall be relaced, measurements are rough estimate only, all final measurements are the responsibility of the contracator. Installation shall begin in the last week of September and be completed by October 22nd. 2008. All work shall be completed during the week and on weekends as needed. All work shall be accomplished in coordination with a moving company and a paint contractor. All three contractors will work simultaneously through the facility. Facility Walkthrough: A facility walkthrough will be held on 9/3/08 at 9:00am. and on 9/5/08@ 9:00am. Contact Mark Hayes @ 916-640-1045 to coordinate. EVALUATION INFORMATION: The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be most advantageous to the Government. QUOTES SHALL BE EVALUATED BASED ON THE FOLLOWING FACTORS: (i) Understanding of Government Requirements (ii) price, (iii) ability to perform on time, (iv) past performance of contractor and (v) warranty of service. Contractor must meet all the requirements detailed within this solicitation. Proposal Preparation Instructions: The following provisions apply to this solicitation: 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offerors shall provide a firm fixed-prices for Item 001: A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Offerors are to include a completed copy of the Request for Quote; the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items and Bid Proposal, with their response. The following clauses also apply: 52.212-2 Evaluation--Commercial Items; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. Department of Labor Wage Rates apply to this contract, under the Service Contract Act, Wage Determination No.: 2005-2055, Revision No.: 7, Dated: 05/29/2008. Carpet Layers minimum wage rate is: $21.75.
