- TO PROCURE a flightline hot bonder kit components for Wright-Patterson AFB, OH. This kit components is to provide and maintain a strong Materials and Processes systems support and engineering capability for the Air Force. The equipment must be designed to meet the requirement of Class I, Division II hazardous enviornment operation per the U.S. National Electric Code (NEC), as promulgated by the National Fire Protection Association (NFPA). SIC Code 3829, NAICS Code 334513, Size Standard 500 Employees. This is a Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is Heatcon Composite Systems, 600 Andover Park East, Seattle, WA 98188. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. "An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
