Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the June 12, 2008 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-26. This acquisition is a small business set-aside and the NAICS code is 423610. This announcement constitutes the formal Request for Quotation (RFQ) and no additional written solicitation will be issued. The National Library of Medicine (NLM) has a requirement for the purchase of UPS systems manufactured by Manufacturer of Great Electronics (MGE). In addition to the purchase of said equipment, the Library has a need for the following services: Upgrading the electrical infrastructure to include expansion of an existing UPS and installation of a 2000 amp breaker in support of the new UPS modules; Installation of a bus-bar system to allow removal of the under-floor electrical distribution system; Electrical engineering for the design and layout of the UPS systems and various electrical installations in support of the systems. Requirement also involves maintenance and around the clock monitoring of the environment and electrical status and support to the Data Center Facilities Management Section at NLM. The current expectation is that an award on a sole-source basis to Lee Technologies Group, Fairfax, VA, is the expected outcome. Currently, Lee Technologies provides maintenance and environmental monitoring of the Network Operation Security Center at NLM. They have significant corporate knowledge of the electrical systems at the Library. The existing UPS 2000 amp paralleling system is manufactured by MGE and new modules must be compatible with the existing and must be of the same manufacturer. Lee Technologies is the exclusive representative for MGE in the Mid-Atlantic region and as such they are the factory authorized source for providing the MGE system. This award will be for a Base Year and 4 (four) successive one-year option periods. All proposals received within fifteen (15) days from the date of this publication of this synopsis will be considered by NLM. This requirement is NLM Synopsis No. NLM-08-176-KDP. EMAILS AND FACISIMILES WILL NOT BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the equipment and professional services required by the library. The offeror shall include all information necessary to document and/or support the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
