- The National Cancer Institute (NCI), Health Services and Economics Branch, Applied Research Program plans to procure a study involving innovative practices in Local Population-based Health Surveys throughout the United States with The Regents of the University of California Los Angeles (UCLA) Center for Health Policy Research; 10960 Wilshire Blvd., Suite 1550; Los Angeles, California 90024. The supplies are herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. The purpose of this study is to explore whether population-based surveys other than the standard Behavioral Risk Factor Surveillance System (BRFSS) are being conducted within or throughout each state; and what broad topics are regularly covered, how often the survey is conducted, and whether the data can be linked to other data sources at the individual or community area level. The contractor will identify key informants with existing population-based health surveys including local-level samples of adults, adolescents, and children; and identify level of interest or capacity to conduct such surveys. The contractor will lay out the inquiry process and track the sequential collection of data to ensure that the data are uniformly collected and categorized. The UCLA Center for Health Policy Research, directed by Dr. Richard Brown are uniquely qualified to lead this research project because continuity in data is imperative for the continuation of the study. UCLA and the Center for Health Policy Research have previously collaborated with NCI researchers on numerous projects. UCLA has previously provided services, under separate contracts, to work with states who wish to initiate or expand statewide surveys that include local samples. This requirement continues that research. Period of Performance: September 20, 2008 through September 19, 3009. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 17, 2008. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
