Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Radiation Epidemiology Branch (REB) plans to procure on a sole source basis an expansion of the Interactive Radiation Risk Program with Senes Oak Ridge Inc.; 102 Donner Dr.; Oak Ridge, TN 37830-7739. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541990 the business size standard is $7.0 million. The period of performance for this procurement shall be September 20, 2008 through June 30, 2009. The purpose of this procurement is to expand, complete, and document the Interactive Radiation Risk Program (IRRP) so that it can be routinely used by the Radiation Epidemiology Branch (REB) as a utility program for estimating radiation-related cancer risk associated with arbitrary histories of exposure to ionizing radiation. The program will use statistical models published by the National Academy of Science’s 2007 Committee on Biological Effects of Ionizing Radiation (BEIR VII) for 12 different radiation-related types of cancer, plus other site-specific models based on analyses by REB staff. The primary intended research application of IRRP is to estimate radiation-related risk associated with various medical uses of diagnostic and therapeutic radiation, including computed radiation tomography (CRT) scans. Other possible applications include risk-based radiation protection and assessment of likely health effects of radiation accident and nuclear terrorism scenarios. The contractor shall (1) Add excess relative risk (ERR) and excess absolute risk (EAR) models for specific cancer sites, (2) Provide for estimation of radiation-related risk up until a user-specified reference age; (3) Add “plug-in” options to facilitate the use of alternative population statistics; and (4) Produce an initial draft of a User’s Guide and Technical Documentation. SENES Oak Ridge, Inc. specializes in human health and ecological risk estimation, risk assessment, and risk communication in the presence of uncertainty. SENES has developed state-of-the-art methods for exposure assessment and risk characterization with respect to the presence of radiation in the environment. SENES Oak Ridge created the program IREP (Interactive RadioEpidemiologic Program) used for probability of causation calculations, and the present working version of IRRP. Both programs are written in the Analytica Decision Engine language for uncertainty analyses, with which they are intimately familiar and which is ideal for the kind of calculations required by NCI. The first required services must be provided within 2˝ months, and Senes Oak is the only source known to the NCI with the ability to provide this information within this time frame. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 1:00 p.m. ET on September 17, 2008. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
