Description
The following information is provided for the questions that were submitted in reference to this RFQ. 1. Is the government soliciting a maximum of 720 hours, as prescribed on page 3, or is it soliciting a maximum of 500 hours, as prescribed on page 5? Answer: The estimated number of hours should be 240 hours. On page 3, line item 0001, delete 720 hours and replace with 240 hours. The maximum number of hours remains 500 as shown on page 5. 2. What is the primary place of performance? Will there be more then one place of performance during the period of performance? Answer: The primary place of performance will be Philadelphia, PA. No other locations are anticipated. 3. What specific location(s) are the contractor’s personnel expected to travel to during the period of performance, as prescribed in section 2(a) on page 4 of the Statement of Work? If the location is unknown, what is the maximum distance this location(s) will be from the primary place of performance? Answer: Philadelphia, PA. 4. Should the contractor’s business proposal list/propose the total/cumulative value of its offer, or only the hourly rate? Will the government evaluate the total/cumulative price, or will it evaluate only the hourly rate. Answer: The vendor should list the hourly rate. The total dollar amount of the proposal will be determined by multiplying the hourly rate by 240 hours. Travel expenses will not be considered in the business evaluation. 5. Will travel expenses (hotel, per diem, and transportation) be reimbursable during each delivery/task order that is issued against this contract? Answer: Travel expenses should be submitted along with the invoice for the task order. 6. What is the minimum and maximum amount of time that the contractor will be provided between an official delivery/task order notification and the date and time the contractor’s personnel is expected to show up to work? Answer: Whenever possible, the contractor will be given 2-4 weeks notice between delivery of the task order and the start of performance. 7. What is the applicable NAICS code and size standard for this acquisition? Answer: NAICS code is 541618; Size standard is $7 Million. 8. Can proposals be submitted via email? Answer: Proposals should be submitted by the closing time and date via email to Nick Strasser, followed by a hard copy through the mail. 9. With respect to the technical proposal’s evaluation criteria and of “Factor 1 Past Performance/Experience,” will the government only evaluate the proposed personnel/candidate’s past performance and experience? Answer: The government will evaluate the proposed individual(s) experience and past performance. 10. Should the contractor submit only the SF 1449 as a separate, signed attachment? Or alternatively, are there sections of the 20-page solicitation that also need to be signed and attached? If the latter, what sections need to be signed and submitted? Answer: The following items should be submitted in your proposal: signed SF 1449, completed Section B (page 3), items specified in the addendum to 52.212-1 (page 12), and completed copies of the representations and certifications beginning with 52.212-3 (pages 13 through 20). 11. If the contractor has already completed their representations and certification electronically via ORCA, what aspect(s) of the solicitation is the contractor expected to sign and include in their proposal? Or, with respect to ORCA, is it sufficient for the contractor to include a clause in their proposal that exhibits their completion and ongoing maintenance of ORCA within the last 12 months. Answer: If the representations and certifications are available via ORCA, a clause in their proposal that exhibits their completion and ongoing maintenance of ORCA within the last 12 months is sufficient.
