- The National Institute of Standards and Technology (NIST), has a requirement for a Clean Air Products Series 701 air shower. Background - NIST has been observing particles attached to gowned scientists that are ingressing the cleanroom located in Building 217, Room C105. As such, NIST requires an air shower between the gowning room and the cleanroom. However, there are specific requirements that are required: The air shower shall: a)fit in the cleanroom at the required location without incurring safety egress or surrounding lab use problems; b)be constructed of steel suited for a cleanroom; c)not interfere with cleanroom ceiling; d)installation shall not cause likely harm to cleanroom ceiling; e)access panels and servicing shall be from inside; f)have the highest combination of nozzle velocity, total air volume and nozzle number; g)magnetic interlock with time cycle with safety override; h)be a right-hand turn pass-through (2-door) design to match required location; and i)have ion bars that can be turned off while shower still operates Additionally, the air shower shall contain features to maximize particle removal while not creating a worse contamination problem in the cleanroom than NIST already has. These features include the most air nozzles without compromising the air velocity at their tip at least 27 nozzles with velocity as high as possible (7800 LFPM average to approx. 9100 LFPM peak ), nozzle placement (directed to all areas of the shower), very high air volume (at least 1900 CFM), interlock features with emergency override (for safety), flush cycle resulting in very clean air (better than during wash cycle) when door is opened, and access to servicing must be from the interior to prevent contamination of the cleanroom. Generally, the more forceful the air and the more nozzles that direct the air at the person entering the space, the more contaminants will be removed. This process must be done for a certain period of time within a sealed space that is close to the nozzles, followed by a clean flush cycle so that the contaminants removed from the gowned scientists don’t contaminate the cleanroom. So that the equipment can be used over a long period, it shall also include maintenance accessibility that conforms to NIST’s laboratory space limitations and be constructed of materials and a design that NIST can keep clean to meet our low level analytical requirements for this laboratory. The air shower shall also fit into a preexisting space (especially with regard to the low ceiling height of 126”!) since it is economically and functionally unfeasible to perform new laboratory construction. For the same reason, all unnecessary construction in this cleanroom has been prohibited so that our background analytical levels are kept as low as possible. Not only is it required to fit when operational, but the process required to assemble and install the air shower shall not interfere with the ceiling. The cleanroom ceiling is very expensive and nothing that makes damage likely can be tolerated. As such, NIST intends to enter into a sole source purchase order with Clean Air Products, Brooklyn Park, MN, under the authority of 41 U.S.C. 253 ( c) (1) – only one responsible source. The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13 – Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by September 12, 2008, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A request for quote will not be issued.
