Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation W52H09-08-T-0539 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-26, effective 12 June 2008. Award shall be made to the lowest priced offerorer who meets all the requirements of the purchase description. This solicitation is issued on a Full and Open Competition basis and all responsible sources submitting a quotation will be considered. Prospective offerors must be CCR registered and must complete the ORCA on- line representation or provide a copy of their representation and certification as required by FAR Clause 52.212-3. The NAICS code for this solicitation is 325998 and the size standard is 500 employees. The requirement is for one (1) stationary, magnetic particle bench and ancillary equipment capable of detecting surface and near-surface discontinuities in ferrous material to be utilized in low rate production testing applications. The magnetic particle bench must meet the following requirements: 1)The system shall be modular and accepting of upgrades to facilitate increased workloads. 2)The magnetic particle bench requires a 39 inch minimum head opening to accommodate for testing of parts up to 39 inch in length using a circular magnetic field. 3)The bench shall come with a coil for testing using a longitudinal field. This coil shall be a minimum of 11 inches to accommodate a large variety of test pieces. 4)The inspection bench requires a recirculation pump, complete with hose and nozzle that reuses magnetic particles and an approximate 5 gallon tank capacity to help store the particles while not in use. 5)The bench needs to be capable of AC and HWDC current to aid in surface and near surface detection respectively. 6)Includes one (1) power supply that shall deliver up to 1500 amps maximum current and include one (1) detachable remote palm button with a minimum of 15 feet of cable lead. Test facilities are able to accommodate up to a 24 inch X 60 inch size bench and are wired for 115 or 230 VAC power. 7)Includes one (1) centrifuge tube and one (1) centrifuge tube stand. Delivery shall be FOB Destination to: Bld. 131 ECBC Test Lab, 1 Rock Island Arsenal, Rock Island, Il 61299 within 120 days of contractor acceptance. Point of contact for delivery is Bill Meyer. Inspection and acceptance shall be at destination. Packaging shall be best commercial pack.
