- This is a combined synopsis/solicitation for ground transportation services. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls requesting further information regarding this notice will be accepted or acknowledged. Any requests for further information beyond what is already provided in the attached Statement of Work must be submitted via email to greg.horwitz@dhs.gov. The Department of Homeland Security, Immigration and Customs Enforcement, Office of Principal Legal Advisor (OPLA), Dallas, TX seeks to award a firm, fixed price contract for a base year and four option periods of one (1) year each. Quotations are hereby solicited for ground transportation shuttle service from 970 Broad Street, Newark, NJ to nearby parking facilities and Penn Station, to be performed in a continuous loop, beginning and ending at 970 Broad Street, Newark, NJ. Specifically, the contractor shall provide a suitable vehicle able to transport 8-10 people, including the driver, for pickup service of OPLA employees beginning at 4:45pm and ending at or about 7:15pm, Monday through Friday, excluding federal holidays. The driver will make a circuit to allow for drop-off of OPLA employees at nearby parking facilities, then on to Penn Station, and returning back to 970 Broad Street to start another circuit. No other services are required other than ground shuttle service as described in the attached Statement of Work. Any adjustments for vehicle depreciation or fuel costs must be included in the contractor’s stated pricing. If using a paid employee (i.e. not a sole proprietorship enterprise), then the Service Contract Act of 1965 will apply.
