Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is GS-11P-08-NW-P-0089 and is issued as a Request for Quotation, unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 with a small business size standard of $13M. This requirement is a Small Business set-aside and only qualified offerors may submit bids. The General Services Administration requires the removal of an existing and installation of a new emergency ventilation system and the installation of a new interlocking control system that will automatically start and stop the emergency ventilation system. The Contractor shall comply with all conditions and stipulations listed in this document. Non compliance with any of the following conditions shall be considered a breach of contract and may result in termination of the contract resulting from this synopsis/solicitation. The Contractor shall provide all labor, materials, equipment, and environmental compliances and the qualified, experienced supervision and personnel to install the described equipment contained in this synopsis/solicitation and all of the related equipment. The Contractor shall assign to this project, a competent Supervisor capable of communicating in English and capable of reading and thoroughly understanding the contract documents and thoroughly experienced in the type of work being performed The Contractor shall maintain a copy of the SOW, all permits, burn permits, Material Safety Data Sheet (MSDS) for Chemicals, known hazardous materials, and other compounds and items to be used during this project, environmental compliances, historical compliance documents and any other documents pertaining to the work to be performed at the job site and shall display them as required by applicable law and when requested. The Contractor shall provide a complete list of all chemicals, known hazardous materials, and other items or compounds, which will be used during the performance of this work. This list and complete copies of the MSDS shall be given to the CO or COTR, CFSO and the CSO. This list and complete copies of the Material Safety Data Sheet shall be displayed and maintained within the area where this work is to be performed. In the event of a spill or other hazardous event the CFSO, CSO, COTR, CO, and shall be notified immediately of the occurrence and the steps being taken to remedy the situation. Burn permits are issued by the Fire Section and must be requested forty eight (48) hours before any burn activity. Absolutely no burn activity is allowed within the confines of the building complex unless Contractor is issued and is in possession of this Burn Permit Contact: (202)-395-4984. The Contractor shall comply with all applicable local, state and Federal codes, including but not limited to fire codes, the National Electrical Code (NEC), American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) and Occupational Safety and Health Administration (OSHA) regulations. Contractor shall preserve the integrity of all environmental compliance and historical elements of the building where this work is done. The Contractor shall not use Government supplies or materials, including but not limited to trash receptacles or any other Government property or items unless specifically authorized through written approval from the CO or COTR. Materials and supplies shall not be used that the CO or the COTR determines unsuitable or unacceptable for this project. Installation of superior (above normal industry standard) materials shall be used for this project. The Contractor shall provide the appropriate equipment needed to safely and properly remove and or install the described equipment within this synopsis/solicitation using above industry standard safe measures and equipment. New equipment ONLY, NO remanufactured products may be used to complete this project. All equipment must be covered by the manufacturer's warranty. Work stoppages The Government shall have the right to stop work in progress at any time, without prior notice and shall not be held subject to any penalties, specifically any financial obligation, by Contractor. Any acts of nature or national security causing work stoppage or delay shall not be the responsibility of the Government nor shall the Government shall not be held subject to any penalties, specifically any financial obligation, by Contractor. Field Verifications The Contractor shall be responsible for all field verifications of all jobsite conditions, including but not limited to measurements, specifications, code compliances, environmental regulations, measurements and clearances of any and all equipment needed for this job's completion. Contractor must notify the CO or the COTR immediately and in writing of any errors observed in any of the above items. The Contractor shall perform all work (within specified tolerances) in accordance with the lines, grades, typical cross sections, dimensions, and other data shown on the Government Furnished Plans or as modified by written orders, including furnishing all materials, implements, machinery, equipment, tools, supplies, transportation, labor, and all other things necessary to the satisfactory execution and completion of the project in full compliance with the Contract requirements. Special Security Provisions The Contractor and employees hired to perform work at the above stated site must pass and secure USSS security clearance and must display the pass at all times while working on the Complex. The Contractor shall, five (5) work days prior to the start of work, give to the CO or COTR a written list of all contractors, Contractor Agents, Sub-Contractors, employees of Sub-Contractors, and all personnel who may be on-site for the performance of this project. The Government will not be held responsible for any delays caused by security clearance procedures or issues. The Contractor shall supply GSA the following information for all employees assigned the contract resulting from this combined synopsis/solcitation for security clearance approval by the US Secret Service: Employee Name, Date of Birth, Social Security Number, Contractor Vehicle Information (including Tag Number, State from which the Tags are issued, Make, Model, Color), Driver Name and Driver’s License Information. Please note that the vehicle shall be subject to inspection by USSS, at a designated location, and the driver must adhere to all USSS requirements. No onsite parking will be provided for Contractor’s employees personal vehicles at any time. Desired delivery is 09/30/2008. The Awardee must be registered on DOD's Central Contractor Registry (CCR). Bids MUST be good for 30 calendar days after submission The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, via the ORCA website (http://orca.bpn.gov) FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The award resulting from this combined synopsis/solicitation will be based on the low price technically acceptable method of evaluation. The Awardee must follow GSA’s invoicing procedures, which will be stated on the award document. The Awardee will receive a full copy of the Statement of Work for this project along with the award document.
