- National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Health Communication and Informatics Branch (HCIRB) intends to procure on a sole-source basis with Rand Corporation; 4570 Fifth Avenue; Pittsburgh, PA 15213 for services regarding scientific support in the Health Information National Trends Survey (HINTS): Building Capacity for the User Community and Data Infrastructure. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541990 the business size standard is $7.0M. Period of performance: September 30, 2008 through September 29, 2009. The Health Information National Trends Survey (HINTS) is a national health communication survey conducted biennially by the National Cancer Institute (NCI), which has the vital mission of developing and implementing programs that prevent and reduce the incidence of cancer. The task of planning, developing, and coordinating research on health communication relevant to cancer control falls within the realm of the Health Communication and Informatics Research Branch (HCIRB), in the Behavioral Research Program (BRP) in the Division of Cancer Control and Population Sciences (DCCPS) at the NCI. HINTS was designed to support the mission of the Branch and the Institute by providing a means to systematically evaluate the public’s cancer-related knowledge, attitudes, and behaviors relevant to health communication, which have not adequately been studied through other national data collection efforts prior to HINTS. The NCI is in a position to expand collaborative access to the rich source of data on health communication constructs within the context of emerging cyber-infrastructure. The Health Communication & Informatics Research Branch requires a contractor who (a) understands the cyber-infrastructure demands of large-scale, public health databases, (b) has specific knowledge of the HINTS program and data architecture, and (c) who will be able to help prepare materials for two upcoming national health conferences meant to cross-pollinate ideas and technologies in this very specific area. The contractor shall provide recommendations and guidance to build capacity related to the user community and data infrastructure associated with the Health Information National Trends Survey (HINTS). The work will support the HINTS program to increase use and dissemination of HINTS data as well as to position HINTS as a lead initiative within ongoing efforts at NCI and NIH related to cyber-infrastructure in behavioral medicine. The contractor shall develop a HINTS toolkit, undertake efforts to strengthen the HINTS user community, and help the HINTS program leverage the existing HINTS evidence base within a larger cyber-infrastructure. The RAND corporation possesses the specific expertise in health information technology, data sharing, and cyberinfrastructure to accomplish these goals. For example, RAND has completed a series of studies to assess the potential for widespread use of electronic medical records and to identify relevant government policy options. This project was the first known effort to quantify, at a national level, the health care quality improvements and savings related to full and partial integration of information technology into health care delivery. One of the research scientists at RAND, Dr. Ellen Beckjord, worked on the redesign of the HINTS website; conducted multiple HINTS analyses that resulted in several peer-reviewed manuscripts and conference presentations at national and international conferences; worked closely with HINTS leadership to develop content and a sampling plan for the most recent iteration of HINTS (HINTS 2007); and assisted in several HINTS dissemination activities (e.g., creation of HINTS briefs and the recent Cancer Communication: Health Information National Trends Survey 2003 and 2005 report). Her experiences both supporting the development of the HINTS program and as a HINTS user (during her time at NCI and while working at RAND) have given her distinctive expertise and programmatic insight essential to the activities of HCIRB and the HINTS program. RAND is uniquely qualified to perform this service. These qualities are not readily available within the research community This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on September 17, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
