Description
Sources Sought: The U.S. Army Natick Soldier RDEC has a need to identify commercially available reflective material for potential use as a replacement for the reflective material currently used on the physical fitness uniform. The material will be evaluated for use in a potential future user test. NO SOLICITATION CURRENTLY EXISTS. The reflective material must be 100% produced in the U.S of 100% U.S. made material, but the Government is not mandating the type of material. The only absolute requirements are: the reflective material shall meet or exceed the current requirements of the existing reflective material and be equal to or less in cost. Cost will be a determining factor. The capabilities that we are looking for are: breathable, durability in laundering, visible at a distance of at least 25 meters in pre-dawn, dusk and night conditions when placed within an area of 45 degrees on either side of the center line of vehicle headlamp on low beams. In addition, reflective material will register 4.0 candelas/lux per square meter or greater at 0.2 degree observation angle and exhibit this property through 45 degree rotation. Reflective materials must meet this requirement through at least 50 launderings. Reflective material must be capable of being applied to fabric by either screen print or heat transfer process. Companies interested in having their reflective material evaluated for possible future use must submit samples (for testing purposes), along with an information paper (specification sheet) describing the material, to include such things as material name, place of manufacture, location of source of material or substrate, pricing information (cost per yard), any in-house testing data that is available and any other information that the company feels appropriate. The samples and information paper must be submitted no later than 5 December 2008 to Ms. Beverly Kimball, US Army Research Development & Engineering Command, Natick Soldier RDEC, ATTN: AMSRD-NSR-WP-WC, Room D-226, Kansas Street, Natick, MA 01760-5019.
