Description: The 9th Contracting Squadron at Beale AFB, CA. is hereby releasing this solicitation as a Request for Proposals and intends to award a Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12 and 13. This solicitation is offered as a 100% Small Business set-aside. The North American Industry Classification System (NAICS) for this acquisition is 611710 with a Small Business Size Standard of $7,000,000. Please identify your business size in your response based upon this standard. The solicitation number for this announcement is Request for Quote (RFQ) RFQ304111. This requirement is for Education Center Support Services, in accordance with the attached Statement of Need. The expected performance period is 1 October 2008 through 30 September 2009. The Government reserves the right to cancel this solicitation, with no obligation to the offeror by the Government. Award will be made to the Lowest Price Technically Acceptable offeror who meets the requirement, multiple awards, of individual basic service classifications, will be contemplated if determined to be in the best interests of the Government. Offerors are encouraged to submit a proposal for any and/or all of the basic service classifications. It is our intent to evaluate offers and award without discussions; however, we reserve the right to hold discussions. The solicitation and resultant award, if any, will be subject to the Service Contract Act of 1965 (wage determination 2005-2056 revision 6). The clause at AFFARS 5352.201-9101--Ombudsman - (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
