- The United States Geological Survey (USGS), California Bay Delta Authority / CALFED, intends to make a non-competitive award to Thomson Reuters (Scientific), Inc. of Philadelphia, Pennsylvania for the annual subscription to Reuter's Web of Knowledge, which includes three databases: Web of Science, BIOSIS Previews and Current Contents Connect. This subscription is for a base period of the date of award through 31 December 2008, with option period of 01 January 2009 through 31 December 2009. The proposed vendor, Thomson Reuters (Scientific), is the only vendor with this information database service that combines evaluated content with the tools to use, analyze and manage the content directly from their desktop. The mission of the CALFED Science Program is to establish the best scientific foundation possible to help guide decisions and evaluate actions critical to the CALFED Bay-Delta Program's success. Access to peer review scientific literature is critical to fulfilling this mission. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." In accordance with FAR 5.207(c)(13)(i), other responsible sources that believe they can meet the requirement described above may submit a capability statement or quotation no later than the closing date of this announcement which will be considered by the USGS. All responses must be in writing, by e-mail to the Contracting Officer at sklingler@usgs.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-26, effective 12 June 2008. NAICS - 511140 Directory and Mailing List Publishers.
