Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), intends to procure on a sole-source basis for services regarding "Systematic Overview of Cost Effectiveness Studies in Cancer" with New England Medical Center Hospitals, 750 Washington Street, Boston, MA 02111. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. Period of Performance: Twelve months from date of award. The Outcomes Research Branch (ORB) and the Health Services and Economics Branch (HSEB) of the Applied Research Program support research in quality of life assessment, economics of cancer control and cost-effectiveness of cancer control interventions. There is great interest by both branches to support cost-effective analysis (CEA) studies to examine both the benefits and costs of interventions in cancer. CEAs allow researchers to compare the relative efficiency of cancer care interventions on a single index to inform policy decisions. The contractor shall develop an updated systematic overview of published studies of cost-utility in oncology. The resulting work will lead to a paper suitable for publication and summary tables or figures for presentation on the ORB and HSEB websites. The New England Medical Center Hospitals (NEMCH) houses the Cost Effectiveness Registry which includes data on studies dating back to 1975 through 2006. This is the only registry of its kind in the United States. The NEMCH and the Cost Effectiveness Registry under the direction of Dr. Peter Neumann, Director of the Center for the Evaluation of Value and Risk in Health at the Institute for Clinical Research and Health Policy Studies at Tufts-New England Medical Center, is uniquely qualified to provide the services described based on NEMCH's experience with research has examined the role of cost-effectiveness analysis and risk-benefit tradeoffs in health care decision making. The New England Medical Center's Cost Effectiveness Registry will be used in the current systematic overview of cost utility studies in oncology. The New England Medical Center is uniquely qualified to develop the systematic overview manuscript because of their demonstrated expertise in health services research and cost-effectiveness analyses and leadership in development of the Cost-Effectiveness Analysis Registry. The New England Medical Center is the only organization who can perform this work. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on September 18, 2008. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
