Description
Solicitation Number: NHLBI-PB-(HG)-2008-262-JNB This is a solicitation for commercial items, prepared in accordance with the Format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(HG)-2008-262-JNB, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-26. Period of Performance: Estimate; September 2008 – December 2008. The North American Industry Classification (NAICS) Code is 541618 and the business size standard is $6.5 million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. It is the intent of the National Institutes of Health (NIH) National Heart, Lung, and Blood Institute, to procure the services/products from Huron Consulting Company, 20300 Century Blvd Ste 105, Germantown, 20874-9175. The sole source determination is based on the fact that it is important to obtain the advice and guidance of a company who has previous experience conducting the following type of analysis, and preparing final reports: As requested by the United States Congress, The National Center for Research Resources (NCRR) is seeking a contractor to provide services to conduct an analysis of the Facilities and Administrative (F & A) rates, specifically the rates for the Participant and Clinical Interactions Resources (PCIR), within the Clinical Translational Science Awards (CTSA), that have been proposed and negotiated by the twelve institutions which received CTSA awards in 2006. NCRR is seeking a contractor to determine the differences in F & A cost allocations between the General Clinical Research Centers (GCRC), and the PCIR (or GCRC-related activities), in the CTSA. The Huron Consulting Group offers the service of Higher Education Practices, which comprises more than 250 professional with extensive industry knowledge and experience, working with research universities, academic medical centers, other educational entities, and healthcare clients. They are known for effectively integrating functional and industry expertise in a broad range of environments including: 1) Research Universities, 2) Academic Medical Centers, 3) Colleges & Universities, 4) Research Institutes, and 5) International Organizations. The company provides service offerings in virtually every aspect of healthcare administration, specifically in the principle area of Research Enterprise Management. Currently, the National Center for Research Resources (NCRR) has the need to compare indirect cost rates of two similar programs. The professionals within this company, have substantial expertise with the cost recovery and regulatory issues facing research institutes. Services include developing and negotiating facilities and administrative (F&A) cost rates. Mr. Paul Nacon is a Director in Huron Consulting Group’s Higher Education practice. He has more than 35 years of experience in auditing, accounting, and management consulting, with a heavy emphasis on facilities and administrative costs. Paul is recognized by professional organizations and peer groups, as a national expert in cost allocation and federal compliance. Paul has worked with a variety of public and private research organizations, including institutes of higher education, hospitals and non-profit organizations, as a federal employee and as a private consultant. His work involved both the development and negotiation of facilities and administrative rate proposals, hospital patient care rates, fringe benefit rates, and service center recharge rates. Paul has extensive knowledge of a wide variety of government regulations and the cost principles as promulgated in OMB Circular A-21 (Cost Principles for Educational Institutions), A-10 (Uniform Administration Requirements for Grants and Other Agreements with Institutions of Higher Education, Hospitals, and other Non-Profit Organizations), and A-122 (Cost Principles for Non-Profit Organizations). Prior to joining Huron, Paul was the National Director for the Division of Cost Allocation (DCA), Department of Health and Human Services (DHHS). Paul provided leadership and guidance to the DCA, which resulted in the establishment of an important communications link with the university and Non-Profit research community. He has also worked with the institutions in the development and negotiation of their F & A rates. As part of his DCA experience, Paul negotiated the F & A rates for the General Clinical Centers (GCRC). The offer must include complete copies of the following provisions: 1) FAR Clause 52.212-1, Instructions to Offerors Commercial: 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212- (a), The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation, and will be most advantageous to the Government, with price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representation and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required to implement Statues or Executive Orders Commercial Items, Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities to respond to the requirement, by submitting a proposal. This notice of intent is not a request for competitive quotations, however, all responses received within 15 days from the date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete this proposed acquisition, is based upon responses to this notice, and is solely for the purpose of determining whether to conduct a competitive acquisition. The Offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the delivery terms (Destination or Origin), the Duns and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. NOTE: In order to receive an award from the Government, the contractors must have a valid registration in the Central Contractors Registration (CCR) www.ccr.gov. The clauses are available in full text at http://www.arnet.gov/far. Interested vendors capable of furnishing the government with the items specified in this synopsis, should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis, at 8:00 am, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HG)-2008-262-JNB. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
