- INTRODUCTION: This Request for Information (RFI) is an announcement only for purposes of conducting market research. There is no solicitation available at this time. Requests for a solicitation will not receive a response. Nothing in this notice shall be construed as a commitment or obligation by the Government to conduct further actions as a result of this notification. The U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP), is conducting market research to locate qualified, experienced, and interested potential sources capable of providing an order fulfillment system. The fulfillment system should deliver application, inventory and distribution capabilities. The information requested by this Request for Information (RFI) will be used within CBP to facilitate decision-making and will not be disclosed outside of the agency. The Government will not reimburse any business concern for any information submitted in response to this announcement. Any information submitted is voluntary. Business concerns submitting responses should indicate whether they are Large, Small, Small Disadvantaged, 8(a), HUBZone or Service Disabled Veteran-Owned Small Business concerns. Large business concerns are not prohibited from responding to this announcement. All business concerns are required to submit the following: 1) Recommended solutions for an order fulfillment system relevant to the requirements detailed below; 2) Company name, address, primary point of contact, email address, telephone and facsimile number; 3) Annual company revenues for the past three years; 4) Number of years in business; and 5) A Rough Order of Magnitude cost estimate for the entire solution with a separate breakdown for the inventory and distribution components. All interested business concerns are encouraged to submit an end-to-end solution that meets all of the requirements specified within this RFI. Responses to this announcement must be submitted electronically by September 30, 2008, 5:00 p.m. Eastern Standard Time to Joseph Vernon at Joseph.Vernon@dhs.com. Questions must be submitted in writing to the same point of contact no later than September 19, 2008. PROGRAM BACKGROUND: The User Fee program was authorized by the Consolidated Omnibus Budget Reconciliation Act of 1985. This act permitted the collection of user fees for border crossing, and launched the CBP order fulfillment program. The program was originally created to expedite border crossings for commercial vehicles. The current fulfillment program involves the distribution of decals to private aircraft and vessels, and transponders to commercial vehicles. The current program includes application processing and distribution of decals and transponders. Applications are accepted electronically via the internet, U.S. Mail and by fax. The program is currently being administered internally within CBP and there is no current incumbent contractor. Currently CBP processes approximately 200,000 applications a year with approximately 80% of the applications submitted through the internet. The majority of submitted applications are for commercial vehicles, with a smaller percentage of requests for private aircraft and vessels. Decals and transponders are valid for one calendar-year period. While applications are processed throughout the calendar year, peak renewal periods are from September through January. The current solution provides support for the collection of the following application data: license plate number, vehicle make and model, vehicle year, vehicle color, registered owner, RFID tag number and vehicle identification number, application/payer information, payment data and application history. REQUIREMENT: The goal and expectation of this requirement is that the vendor will provide development, test, deployment, configuration, implementation, maintenance, and support services for the order fulfillment solution. In order to secure application data, the vendor will adhere to the following security requirements: FAR 52.224-1 – Privacy Act Notification FAR 52.224-2 – Privacy Act HSAR 3052.204-70 - Security requirements for unclassified information technology resources HSAR 3052.204-71 - Contractor employee access HSAR 3052.242-71 - Dissemination of contract information The vendor shall provide CBP a secure and integrated workflow solution consisting of application, inventory, and distribution products and/or services. This includes recommendations for: 1) an application process; and 2) an inventory management and distribution process. Item 1: Application Process – CBP requires a solution for data capture, validation, processing, transfer, storage and retrieval through the use of industry standard practices. The solution shall interface in a secure environment with current CBP and DHS information systems related to border crossing transactions and activities. The vendor shall be responsible for all development, test, configuration, installation, integration, training, reporting, metrics, and support services. The solution shall also support paper application processing, in addition to the web-based solution. The solution shall support secure financial settlement of application fees through a Department of Treasury designated bank. The solution shall provide for data updates, equipment transfers, new, renewal and replacement processes. CBP also requires direct access to the application data. Item 2: Inventory Management and Distribution Process – CBP requires the proposed solution to track inventory, monitor shipping, receiving and distribution of the decals and transponders. The vendor should describe the proposed solution to: track shipments from the manufacturer, manage inventory, distribute the product to customers per requests outlined by the application, and provide annual inventory reconciliation. The vendor shall have the ability to distribute the equipment to applicants within and outside the continental U.S. QUESTIONS: In addition to responding to the requirements above, please provide responses to the following: 1. What functionality does your product offer that is not captured in the requirements in this RFI? 2. What do you believe are the features or other factors that make your solution the most competitive? 3. Please identify any requirements listed above that your solution is unable to meet. 4. Please provide a list of federal and non-federal clients that are currently using your solution in production, including the length of time in production. Please list recent examples of implementing an order fulfillment system. Please provide contact information for these customers. Describe the scope and scalability of your implementation experience (number of systems, number of users, etc.)? 5. What type of methodology is used to deploy your solution(s)? 6. Do you offer COTS solutions? Is your COTS product easily configurable, and if so, how so? 7. What type of training would be required or provided? 8. What is your pricing model? PRICING INFORMATION REQUEST: A cost estimate based on transactions should be included in your response to this RFI. Base the estimate on the historical data provided in the RFI, and factor in the percentage of electronic versus paper applications processed. The estimate will be viewed as a non-committal, but will help CBP more accurately plan its budget. Please provide pricing information (in thousands of dollars) for each component by fiscal year. Pricing data should be provided over a 5-year lifecycle including Operations and Maintenance (O&M) Activities.
