Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Surgeon General's Office requires the purchase of, the Quick Series "Air Force Leaders Guide For Managing Personnel In Distress", a 48 page laminated, spiral-bound, pocket-sized booklet, which has been adapted by Luxart Communications directly from the existing on-line AF Leader's Guide for Managing Personnel in Distress. The product's ISBN is 978-1-933922-62-1. The Air Force District of Washington intends to make award to Luxart Communications of 3325 Griffin Road, Suite 222, Ft. Lauderdale FL, 33312. Interested parties may e-mail Carl.Landreneau@bolling.af.mil not later than, 14 September, 2008, 12:00 PM (EDT). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The Quick Series "Air Force Leaders Guide For Managing Personnel In Distress" is a quick reference tool for leaders needing to assist an Airman in distress, and is designed to travel with the leader wherever he/she goes. It satisfies the Air Force's need for hardcopy transportable version of the Leader's Guide, a quick reference resource for leaders to assist the psychological health of Airmen in distress in the field, when computer access is unavailable. The contractor shall deliver 75,750 copies of the Quick Series publication, in varying quantities to 79 different locations.
