- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Submit only written Proposals for VA-256-08-RQ-0431. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is a full and open competition procurement. The associated NAICS code is 441110 with a size standard 29 millions dollars. This RFQ contains one (1) line items. The line item descriptions are as follows: -Warranty, Standard Commercial Warranty Period/Unlimited mileage, including an Emergency Breakdown. Warranty and Service repair on the vehicle, chassis and all installed equipment must be done at the dealers location. -Service, with 90 day towing. -Vendor shall be located within 35 miles of the Department of Veterans Affairs in Oklahoma City -Operators manual, Safety equipment to include reflector kit, Fire extinguisher -Vendor shall be franchised automobile dealer and a certified mobility dealer, all at a single location The Contractor must provide the VIN Number 30 days after award of contract and provide the vehicle 30 days after award of contract. Delivery of new vehicle will be at the Department of Veterans Affairs Medical Center in Oklahoma City, Oklahoma. Deliveries are accepted Monday through Thursday From 8:00 a.m. to 4:30 p.m. -Vendor shall also furnish and install all the following for the New Driver Rehabilitation: (1) 2008 Chevrolet Uplander with a) Dropped floor with kneeling system b) Power doors and switches located in steering and right rear fender c) Side mount lift d) Removable 6-way power transfer seat base e) An occupant restraint system with wheelchair tie down system in driver station f) An occupant restraint system with wheelchair tie down in the passenger area g) A variable steering and braking system with backup h) Extended steering column as applicable i) Key extension j) Electric emergency brake k) Dual back-up battery system/auxiliary battery systems l) Hand control (push/right angle) with dimmer switch and horn button m) Spinner mount receivers (4) for various assistive devices n) Steering devices such as: spinner knob, v grip, tri-pin, and amputee ring o) Instructor and/or dual braking system p) Instructor and/or dual steering system for high-tech driving systems_ EC series from AEVIT q) turn signal extension r) Gear shift extension s) Secondary control system for high-tech driving systems- Gold Series console system from EMC t) Instructor rear view mirror u) Instructor eye-check mirror v) gas/brake and steering system/horizontal steering with lever gas/brake PROVISIONS/CLAUSES. The following Federal Acquisition Regulation (FAR) provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation -- Commercial Items (completed as follows:) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability, Past Performance, and Price Technical capability and past performance is significantly more important when compared to price. 52.212-3, Offeror Representations and Certifications-Commercial Items (the offeror must include a completed copy of this provision with their quote).
