- This is Amendment 0003 to Solicitation W9132V-08-R-0009, Commercial Off-The-Shelf Two-Way Handheld Speech-to-Speech Translation System. a. This amendment provides additional responses to questions submitted by prospective offerors: Question 1. Are there any requirements regarding ruggedization for the Laptop units? Question 8 (8) does not list any ruggedization requirements for the laptop unit, but Question 8 (4) implies that a ruggedized laptop is required. Please clarify. Answer 1. The RFQ requests knowledge on the degree of ruggedization that the offeror is providing in their system. If the offeror has quantified the parameters that will set their system apart from others as a more formable candidate then the Program Office is interested to know, 8(4). As this is a QRC response the Program Office is looking for readily available systems, of which the ruggedized solution may be limited. Therefore no minimum requirement is put forth in 8(8). Question 2. Is an operating range of +5C to +40C acceptable to permit a wider selection of COTS laptops or do you really require -5C to + 40C? Answer 2. A minus sign (-) was at the end of the previous line in the RFQ, so the stated desirable range in the RFQ is -5C to +40C or better. Better than performance will be taken into consideration as added value. Question 3. Please clarify the following requirement: (4) A list of Test-Points in order record ASR output, MT Engine output, and other components of the application is highly desirable. Answer 3. This is a future requirement for Sequoyah Products and is being stated as a desirable trait for the QRC system. The Program Office is interested to the degree that it will be able to examine systems components and compile metrics on them. This will be a basis for near-term RDT&E investments for ASR, MT and OCR. Question 4. In (2), it says the Sequoyah Test Bed will evaluate the two systems, and may request a demo. When should we anticipate the evaluation will be completed? Answer 4. Approximately two weeks; announcement of results will be made when data and analysis of all candidate systems are complete. Question 5. --In (7)(1), it states that the software 'must be portable, reloadable, and updateable'. What is meant by updateable? Answer 5. The Language Translation Software Application must be loadable onto the platform that the offerer has identified as its candidate platform. The software application, present and updated versions, must be loadable by an operator in the field from diskettes or electronic files, by someone other than a vendor representative, and successfully brought to an operational state. Question 6. In (7)(4), it states that 'a list of test-points in order record ASR output, MT engine output, and other components of the application is highly desirable'. Could you describe in more detail what the Army would like to see and what the list should look like? Answer 6. This is a future requirement for Sequoyah Products and is being stated as a desirable trait for the QRC system. The Program Office is interested to the degree that it will be able to examine systems components and compile metrics on them. This will be a basis for near-term RDT&E investments for ASR, MT and OCR. Question 7. In (5), it says at least.4 BLEU on English-Iraqi Arabic and.3 for Iraqi Arabic-English. Typically scores are higher for the Iraqi Arabic-English direction. Is it possible that these numbers are reversed? Answer 7. The specified scores reflect user requirements, rather than current levels of performance on typical evaluations. Users believe that the need for accuracy going from English needs to be higher. Question 8. In (8), the dimensions given allow one particular model of Panasonic Toughbook laptops. There is another Toughbook laptop which is slightly larger (less than 2 inches in the most different dimension) and which would provide faster translations because of its CPU and memory. We would like to offer both laptops as possibilities, as the Government may wish to consider the speed vs. size tradeoff. Should we submit two separate proposals, or may we include the two different laptop platforms as options within a single proposal? Answer 8. You may include the laptop platforms as options as long as the total system price is easily determined. Question 9. Relating to the above question, should we submit two units of each laptop model, so a total of four systems? Answer 9. One unit of each type of laptop is adequate for evaluation. Note, however, that without a spare, the contractor may be asked to provide a second unit, if needed. b. All other terms and conditions remain unchanged.
