Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number FS163397 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 05-21. The NAICS code is 238390 - Other Building Finishing Contractors and the small business size standard is $14.0M. All responsible sources may submit a proposal which shall be considered. Award will be made on an all or none basis. The Government anticipates awarding a labor hour contract. The Government will not be responsible for any costs accrued or incurred in response to this solicitation. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Statement of Work Dated September 02, 2008 Furniture Management & Maintenance Contractor will provide on-site, full-time, support personnel to perform furniture management, maintenance, and installation of furniture for approximantely 1,500 workstations for up to 10 different sites in the Washington, DC area. Support personnel should consist of: (1) Lead Technician - Supervisor; (1) Technical Support - Installer; with the option of additional installers for larger jobs. 1) Specific knowledge of the contractor must include hands on experience with the following furniture dealers: Herman Miller; Knoll, Kimball; Showcase, Office Specialty and systems furniture. 2) Specific tasking for the contractor will include, but are not limited to: 3) Space planning, interpretation and customized installation to include key management for systems furniture 4) Reconfigure and modify existing office systems to better utilize the function and workflow of the office. 5) Maintaining inventory, delivering, receiving of free standing, modular and systems furniture within the Metropolitan Area. 6) The craftsmanship level must be equivalent to 5 years of supervisory field installation, modifications and alterations. 7) Must provide all required tools and equipment to complete service calls, as well as maintaining and organizing on-site furniture workspace. 8) Responsible for repairs, cleaning and refurbishing of all inventory furniture when applicable. 9) Work in conjunction with warehouse personnel for product storage and inventory control. 10) Manage cost efficiency through the reuse and repair of existing products. 11) Manage, expedite and complete service calls in a timely manner. Place of Performance The contractor personnel will be required to perform work at the United States Secret Service (USSS) headquarters offices in Northwest (NW), Washington, DC. The expected work hours are from 8:00 am to 5:00 pm, Monday through Friday, except federal holidays or cases where the federal government is closed due to inclement weather, etc. PLEASE ADDRESS THE LAST SECTION WITHIN THIS STATEMENT OF WORK UNDER CONSTRAINTS CONCERNING SECURITY AS SHOWN BELOW. The individual presented for performance of services must pass a background check as determined by the U.S. Secret Service. All contractor personnel assigned to this contact shall meet the following minimum qualifications: All personnel working under this requirement must be U.S. citizens and possess a minimum level Secret Defense Security Service (DSS), Defense Industrial Security Clearance Office (DISCO) or equivalent clearance. Documentation will be required to confirm such clearances, including date of clearance issuance, the Cage Code, and a DSS/DISCO point of contact. All personnel will be working on the Government site and shall complete the attached Contractor Personnel Access Application form (SSF 3237), and must undergo a security background check by the USSS. The contractor shall provide personnel who can successfully pass the background investigation. Personnel will also be required to complete a Contractor's Agreement to Protect Non-Public Information. Prior to award, the successful awardee shall be required to provide the name and contact information for the Contract Security Representative (CSR) of their firm. The CSR shall be the contact between the contractor and the USSS/RPS Project Security Agent. The CSR shall handle all forms necessary to obtain security clearances and access approvals. Since, Contractor personnel working on-site will be required to have a Secret level clearance, the offeror must submit the following documents and others as required for each respective person immediately prior to award or when a new contractor replacement personnel are needed before starting any work under any tasking: •· Disclosure and Authorization Pertaining to Consumer Reports Pursuant to the Fair Credit Reporting Act. •· SSF 3237 - Contractor Personnel Access Application (see Attachment 1) •· SSF 4024 - Conditional Access to Sensitive But Unclassified Information Nondisclosure Agreement (see Attachment 2) •· Provide evidence of the required security clearance for proposed personnel and for new replacements before being allowed access to Secret Service facilities and systems or to begin work on any task. All non-classified United States Secret Service (USSS) information is considered law enforcement sensitive and must be protected as such. The USSS information SHALL NOT be taken off-site. Duplication or disclosure of the data and other information to which the contractor shall have access as a result of this contract is prohibited outside of normal performance of duties. The contractor and his subcontractor(s) (if any) agree to not disclose said data, any interpretations and/or translations thereof, or data derivative there from, to unauthorized parties in contravention of these provisions, without the prior written approval of the Contracting Officer or the party in which title thereto is wholly vested. Subcontractors are subject to the same stipulations and may be held responsible for any violations of confidentiality. Work on this project may require that personnel have access to Privacy Information and shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Instruction to Offerors Format for Proposal: Part A. Pricing - the offeror shall provide total labor hours and rates for each line item: The contractor shall submit a full cost proposal for the base period, and the four option periods that provides the labor category and the corresponding labor hours required to satisfy the requirements of the SOW, as well as corresponding labor rates. It is anticipated that the base period and four option periods will be Labor Hour. DUNS is used to verify that the vendor is in CCR and a small business for the NAICS specified. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. 3) If you have not completed the annual representations and certifications electronically at http://orca.bpn.gov, please fill in the representations and certifications in the Solicitation. If you use ORCA, then do not fill out and sign those pages. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Part C Technical Proposal Please provide your response to this RFP in accordance with the following. 1. Fulfillment of the Statement of Work (Limited to 5 Pages) The technical proposal shall be specific and sufficiently detailed to allow a complete evaluation of the proposed methods for satisfying all the requirements of the Statement of Work (SOW). The technical proposal shall not contain any pricing or cost information. The technical proposal should include any descriptive literature, written narrative or supplemental data necessary to show compliance with the requirements of the SOW. Any deviation from the requirements of the SOW must be discussed in detail and an explanation/justification provided as to why it is in the Government's best interest to consider the deviation. The Government reserves the right not to accept the requested deviation. 2. Quality Control (No Page Limitation) The offeror shall provide an overall management plan with their proposal. The management plan shall provide an overview of the corporate structure, communication between the on-site lead technician or technical support and any off-site management personnel as well as involvement between the offerors management personnel and the COTR. 3. Key Personnel (2 page resume submission per proposed individual) Resume(s) of key personnel to be involved in the project shall be submitted by the offeror. Key points of interest are expertise in the services listed below: Expertise in the field; Relevant work experience for the past five (5) years, with the name and telephone number of each supervisor during the five year period; Qualifications and/or education background; and Accomplishments, achievements and awards related to the requirements of this request for proposal. Resume(s) shall include work experience with the name and telephone number of each supervisor; qualifications and/or education background; and accomplishments, achievements and awards in the areas referenced under the SOW. •a. Current and Past Performance References (No page limitation): The offeror shall submit a listing of all relevant (i.e., similar size, scope, complexity) contracts held with government and private entities within the past three (3) years in which similar services have been performed. For each listing, please provide the following information: name of government agency/company client; two (2) individual points of contact and telephone number(s); address of client; contract number and dollar amount; description of services provided; and period of performance. All references shall be for the same division, business unit, etc. that is being offered under this RFP. Any contracts during this period that resulted in disputes over non-performance between the offeror and a client shall be identified. Additionally, any systemic improvements employed to address these issues shall also be identified. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Submit proposal Parts A, B and C to Melanie Vennemann via email only by 2:00pm September 12, 2008. The entire email must not be greater than 3 MB; if the proposal is above that limit, please send multiple emails. Faxed proposals will not be accepted. Submitting by postal mail is strongly discouraged as postal mail is scanned prior to acceptance; you will miss the deadline. Please put "FS163397, Furniture Management & Maintenance" in the subject line. If you do not receive an email confirmation of receipt of your proposal, then your proposal has not been received. Late proposals will not be accepted. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Evaluation Criteria TECHNICAL EVALUATION CRITERIA a. The contractor's response shall be evaluated as to whether or not they have demonstrated the ability to meet the needs of the government under the criteria set forth below. The government will award an order to the responsive offeror, conforming to this request, which will provide the best value to the government, price and other factors considered. b. The following factors, in descending order of importance, shall be used to evaluate offers. Fulfillment of the SOW, Quality Control, Key Personnel, and Current and Past Performance, when combined, are greater in importance when compared to Cost/Price. (1) Factor 1 - Technical Subfactor 1 - Fulfillment of Statement of Work (SOW): The offeror's proposal shall demonstrate its understanding of the requirements listed in the SOW, as well as its knowledge of the service to be provided. A detailed description of how the offeror proposes to meet the requirements in the SOW shall be provided. The proposal shall contain the vendor's approach in performing the tasks at hand with accomplished personnel who will understand the requirements and possess the experience to successfully provide the support necessary to deliver satisfactory deliverables. Subfactor 2 - Quality Control : The offeror shall identify current practices and/or tools established and in place at their firm which will ensure a successful outcome for all tasks and deliverables mentioned in the SOW. The offeror shall identify existing contractor organizational strategies that will ensure that the USSS requirements are met. The offeror shall identify contractor assets that will enhance the offeror's ability to meet the requirements in the SOW. The offeror's management plan will be assessed to ensure that personnel working under this task order are capable and gave the expertise to complete the SOW. If any service will be subcontracted to other firms, the offeror shall provide detailed information on the specifics of the subcontracting relationship. Otherwise, it shall be assumed that all services and support will be provided by employees of the offeror. Any innovative practices or specialized procedures incorporated by the offeror which will provide added value to the Government must be detailed in the offeror's proposal. Subfactor 3 - Key Personnel: Key personnel will be evaluated to glean knowledge of the proposed individual's capabilities to perform the requirements contained within the SOW, and applicable labor category against which they are being offered. (2) Factor 2 - Current and Past Performance The offeror will be evaluated on the extent to which they have satisfactorily performed similar work in the past and their ability to respond to, and resolve issues as they arise.
