Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 511210. The reference number for this Request for Quote (RFQ) is HM1575-08-T-0018. The NGA plans to issue a sole source, firm fixed price purchase order to TerraSim Inc. under FAR Part 12 and 13. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for the following items: 1) Unlimited Seat, Twelve months, Term NGA Site License Agreement for TerraTours Interactive 3D Viewer, Version 3.0 – Modified. 2) Terra Tours Interactive 3D Viewer 3.0 License Maintenance Support. Included in each year are up to three (3) days of consultation. The period of performance is as follows - Base Year - 09/15/2008 thru 09/14/2009. (Option Year One - 09/15/2009 - 09/14/2010; Option Year Two - 09/15/2010 - 09/14/2011; Option Year Three - 09/15/2011 - 09/14/2012; Option Year Four - 09/15/2012 - 09/14/2013). SOLE OR LIMITED SOURCE JUSTIFICATION: NGA has already expended a great deal of time and effort customizing TerraSims’ TerraTools and requires the TerraTours software in order to make use of PRT’s Scene Visualization Products. TerraSims’ TerraTours is a unique and proprietary visualization software that conforms with the NGA structure. License and Maintenance fees are proprietary and only available form the Software owner/Developer – TerraSim Inc. Delivery is FOB Destination. Delivery will be made to: NGA Arnold, NGA/PRTC Mail Stop L-085, Attn: James A. Turner, 3838 Vogel Road, Arnold MO, 63010. Total cost shall include all shipping and handling. The Government reserves the right to cancel this solicitation, with no obligation to the vendor by the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. Vendors are required to submit a completed copy of FAR 52.212-3, Offeror Representations and Certification--Commercial Items, with their offer.
