Description
Can I team with a partner based in Nigeria? ANSWER: Yes. Can I subcontract any part of the work? ANSWER: There are no restrictions on subcontracting. If We are allowed to team with a Nigerian media corporation can they provide thier past references for prior work as proof? ANSWER: If an offeror teams with or subcontracts to a Nigerian media corporation, the Government will consider that team member's/subcontractor's experience under the technical evaluation factor, particularly under the 3rd technical subfactor (experience in and knowledge of West African television, radio, and print media). We will also accept and consider a team member's or subcontractor's professional reference(s) under the past performance evaluation factor, subject to the RFQ's maximum of 3 references for each offeror. When is the deadline for submitting quotes? ANSWER: The due date has been extended to 6 Sep 08. SOW Task 1.1 states The contractor shall conduct at least 3 focus groups, composed of 10 people each, in different locations in each of the six states. Please confirm that the government would like at least 3 focus groups in each of the six states, totaling a minimum of 18 focus groups. ANSWER: Confirmed. Task 1.1 requires interviews with participants in trafficking/smuggling and victims of trafficking/smuggling. Does the government have a source for individuals meeting these criteria, particularly current/former participants in smuggling/trafficking or is it up to the contractor to identify these participants? ANSWER: No. The US Government does not have an unclassified source or list. Local Nigerian government agencies and NGOs may have such lists/sources. The contractor should identify these persons through their network of LOCAL researchers. Task 1.2 states the the sample from each state will be at least 300 interviews. To effectively develop an accurate sample for each state, contractors must know the government's desired margin of error and desired confidence level (MOE of +/-5% and confidence level of 95% have been effective in previous efforts). Please clarify and provide. ANSWER: The survey is a multi-state (not national) measurement. We desire a 5% or less confidence interval for the total multi-state sample of AT LEAST 1800 persons, which should come from a probability sample taken from the total population that resides within these 6 states. However, this does not reduce the minimum requirement to interview at least 300 randomly-selected persons in each of the 6 states. The SOW includes numerous broad references to smuggling and trafficking, with the only specific reference to type in the Television Documentary description: smuggling and trafficking of drugs, weapons, and human beings in Nigeria. Does the government desire the same three types of trafficking to be addressed in the remainder of the media products as well? ANSWER: Yes, in some cases by specifying all the types, and in other cases by generalizing about illegal trafficking/smuggling in a manner appropriate to each media -- subject to approval by the Project Officer. Both radio advertisements and the radio drama series require dissemination on at least 24 of the most popular stations across the six states. Does the government desire broadcast on at least 4 stations per state, or will allocation depend on the contractor's research-i.e., could a contractor choose to disseminate on 6 stations in Lagos and 2 in Edo if that approach reached the greatest number within the target audiences? ANSWER: Yes, while one could do simple market research and determine a list of the 24 most popular stations, that list may not be the correct mix to reach the desired Target Audiences in the most effective and efficient manner. The optional CLIN under Media Production includes Graphic Novel/Comic Book and T-shirts and Baseball Caps. The dissemination CLIN includes only the comic book. Please confirm that the government does not want dissemination of the t-shirts and caps. ANSWER: Confirmed, no dissemination of caps and shirts. Please clarify the size of billboards and whether billboards will need to be single-sided or double-sided. ANSWER: It was originally conceived as one-sided; but for particular locations, the contractor could recommend that a two-sided board was optimal to reach more of the desired local Target Audience. Billboard size is fairly standardized in Nigeria, as the contractor will see when they are there. The billboard sizes are comparable to those in American cities/towns. Does the government desire any specific parameters for the optional CLIN comic books in terms of numbers of pages, paper quality, etc.? ANSWER: Comic Books in Nigeria are about 40 pages in length; and the paper quality is non-glossy (unlike standard US magazines) but better than newspaper quality paper.
