Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W91248-08-Q-0024 is issued as a Request for Quote (RFQ). Requirement is to Provide Aircraft and Pilot for Parachute Jumps/Training. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. Acquisition is set aside for small business concerns. The NAICS Code is 481219 and the small business size standard is $7,000,000. The Offer Schedule (contract line item number(s), items, quantities, and units of measure), Statement of Work (SOW), and Wage Determination 2005-2187 Rev. 6 follows this synopsis-solicitation. Performance period is for a One (1) Year Period and one (1) 12-months option period. Performance is required to start on or about 22 September 2008. The provision at 52.212-1 Instructions to OfferorsCommercial Items, is applicable and is addended as follows: Paragraphs (b)(5) (b)(10), (d), (e), and (h) are deleted. This provision is further addended to incorporate 52.252-1 Solicitation Provisions Incorporated by Reference (Fill-in information - www.gsa.gov); 52.216-1 Type of Contract (Fill-in information, firm fixed-price; and 252.204-7001 Commercial and Government Entity (CAGE) Code Reporting. The provision at 52.212-2 EvaluationCommercial Items is applicable; evaluation factors are Technical (consisting of Qualifications contractor must be on the approved list of Air Mobility Command Paratroop Carriers, have Aircraft Hull Insurance, Hold Harmless Agreement, Proof of FAA Licensed Parachute Drop Certified Pilot(s), and FAA Approval Data for Aircraft; and must also be located within 5-hour driving distance of Fort Campbell, Kentucky) and Price. Technical Factor is slightly more important than Price. The Government intends to make a single award to the responsive and responsible offeror whose offer is most advantageous to the Government considering price and non-price related factors. The contractor shall provide all labor, equipment (aircraft), and services for Parachute Jumps/Training as stated herein. 1.2 The Contractor shall ensure the aircraft provided under this contract will accommodate at least eight (8) jumpers and be capable of flying an altitude of 2,000 feet Above Ground Level (AGL) minimum and 14,500 feet AGL maximum. 1.3 The contractor shall provide a parachute demonstration team training facility to include indoor parachute packing area, video debriefing room with large screen TV and video docking station, training aids such as multiple sized drop flags, streamers, and sophisticated pyrotechnic systems. 1.4 The Contractor shall be responsible for all costs associated with providing the requested services. Associated costs include, but are not limited to, fuel and maintenance costs and ensuring the aircraft is in good operating condition. 1.5 Personnel/Aircraft: All contractor personnel working under this contract shall be FAA Licensed and Parachute Drop Certified and/or FAA Licensed Mechanics. Any aircraft utilized under this contract shall have FAA Approval Data for the proposed aircraft. Also, the Aircraft shall have a radio system for ground to ground, ground to air, and air to air communication. 1.6 The contractor shall comply with FAA Guidelines in maintaining aircraft hull insurance and hold harmless requirements. The following documents/certifications are required: Aircraft Hull Insurance. Hold Harmless Requirements, Proof of FAA Licensed Parachute Drop Certified Pilots, and FAA Approval Data for Aircraft. 1.7 The contractor shall ensure the use of a controlled airspace environment, in order to alleviate delays from general aviation congestion. 1.8 Hours of work. Services shall be provided during the hours of 6:00 A.M. CT until 9: 00 P.M. CT, Monday through Sunday; therefore, the Contractor shall be available for such hours. Multiple jumps (8 to 10) shall be required each training day. 1.9 Location of Parachute Jumps. The Parachute jumps will be conducted at the contractors drop zone. 2. Period of Performance: The period of performance for the base year is twelve months. The exact training schedule will be coordinated between the Governments point of contact and the contractor. 2.1 Scheduling/Rescheduling/Cancellation of Parachute Jumps: The Government will provide the contractor with a 5-day notice of parachute jumping/training. Parachute Jumps may be rescheduled or cancelled due to inclement weather and/or due to uncontrollable commitments by the Parachute Team. The Government will notify the Contractor at least 24 hours in advance of rescheduling/cancellation.
