Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.Amendment 01: The Government intends to issue a solicitation on or about 22 September 2008. The anticipated closing date for the solicitation will be 19 May 2009. A Performance Specification (attachment 1) as well as the Go/No Go criterion (attachment 2) has been attached to this document. The Government is seeking industry comment concerning the attached specification. Comments should be received on or before September 16, 2008. Please direct all comments to Mr. Nickolas Robbins at the following email address: nickolas.robbins@navy.mil. All other terms and conditions remain the unchanged. Original Pre-Solicitation Synopsis: The Government intends to procure 5.56 mm "Paint Ball" Force on Force Ammunition for use with the Special Operations Forces Combat Assault Rifle (SCAR)/MK16 rifle, Weapon Conversion Kit, and Personal Protection Equipment (PPE). The aforementioned items have been determined to be a commercial item and are intended to fulfill a requirement for practice ammunition/equipment for the SCAR. The North American Industry Classification System (NAICS) Code for this procurement is 332992 and the size standard is 500 employees. Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed Price, IDIQ (5-year) type contract. This procurement will be competitive in nature. This requirement is for the following: CLIN 0001 - 5.56 mm Force on Force (Paint Ball Training Cartridges) for the SCAR, CLIN 0002 - Weapon Conversion Kit to allow operation with the SCAR, and CLIN 0003 - Personal Protection Equipment. The Government intends to issue a solicitation on or about 22 August 2008. The contract type will be a Firm-Fixed price Indefinite Delivery/Indefinite Quantity (IDIQ). The minimum quantity/dollar threshold is $100,000.00 with a maximum quantity/dollar threshold of $30,000,000.00. The contract will be F.O.B. Destination. For the minimum quantity, delivery of 100,000.00 EA rounds for CLIN 0001, 60 EA Weapon Conversion Kits for CLIN 0002, and 60 EA PPE on CLIN 0003, is required 120 days after the effective date of the contract (DAC). Any subsequent delivery orders will order any combination of CLINs 0001 - 0003, within the minimum/maximum thresholds established within the delivery order restraints that will be established in the solicitation. A proposal which contains any pertinent information the Government should be made aware of and relative pricing information is required by the closing date of solicitation. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet @ www.ccr.gov. The solicitation will be available on or about 22 August 2008 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO for amendments that may be issued to the solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed.
