- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W911NF-08-T-0002 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. The associated NAICS Code is 511130. This acquisition will result in a Firm Fixed Price (FFP) Purchase Order utilizing simplified commercial acquisition procedures under full and open competition. POTENTIAL CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION WEBSITE (http://www.ccr.gov/) and have their Representation and Certifications filed under the ORCA database (https://orca.bpn.gov/). The contractor shall provide the following services under Contract Line Item Number (CLIN) 0001: Publish the proceedings of the 25th U.S. Army Science Conference (ASC), a total of 74 scientific papers, as a hard cover 8.5 x 11.0 book. The Army intends to promote the scientific volume among national and international scientific communities to spotlight the highly relevant and quality basic science issues in 16 different engineering and scientific topics presented at the 25th ASC. The book is to be published according to the following specifications: Project:Proceeding of the 25th Army Science Conference, a hard cover book of no more than 600pgs + Cover Size:8.5 x 11 Prepress:Output from supplied disk with approximately 200 images in position (camera ready) Proof:Digital Dylux & Digital Color Proof Stock:Text: 60# Gloss Text, Cover: 80# C1S Litho Ink:Text: 4/4 {4c Process/4c Process}, Cover: 5/0 {4c Process + Lay Flat Gloss Film Lam/0} Bindery:Trim, fold, collate, apply soft cover wrap over.098 board, apply end leaves and case bind. The offeror will be required to supply 100 hard cover books under CLIN 0001 and 4000 CDs of the book under CLIN 0002. Additional Requirements: * The offeror must have an international reputation for publishing scientific materials, such as journals, text books, scientific and engineering proceedings of international conferences, and special volumes. * The offeror must have demonstrated capabilities in successfully promoting the published materials to wide range of customers, including universities and colleges. * The quality of the printed book must meet international standards expected of published conference proceedings. * The offeror shall develop technical keywords index for each paper that is consistent with scientific and technical journals. * The offeror is required to edit the book for formatting consistency and any other technical inconsistencies. * The offeror shall assemble the book with author index and chapter pages. * The offeror shall review the content of the papers for their scientific merit and originality. * The government will supply the front and back page designs and all other contents of the book on a CD ROM. All items must be delivered to Arlington, Va on or before 31 October 2008. FOB Destination is the point of acceptance. CLIN 0003 shall include the cost of shipping the books and CDs to Arlington, Virginia. The provision at 52.212-1 Instructions to Offerors-Commercial Items is applicable to this requirement. The provision at 52.212-2 Evaluation-Commercial Items is applicable; Award will be based on best value to the Government, which includes price. The evaluation factors are Technical Capability, Past Performance, and Price which are in descending order of importance. Technical Capability and Past Performance combined are significantly more important when compared to price. The offeror must demonstrate their technical ability as follows: * Show their ability to promote the published materials to a wide range of customers, including universities and colleges, and demonstrate they have an international reputation for publishing scientific materials, such as journals, text books, proceedings of international conference proceedings, and special volumes. * Demonstrate their ability to edit the book for formatting consistency and any other technical inconsistencies. (ex; Show the technical expertise of the personnel working at the company, PH.D, etc) The offeror must demonstrate their Past Performance as follows: The offeror must submit at least two references for past performance. The currency and relevance of the information, source of the information, context of the data and general trends in the offerors performance will be considered. If an offeror, or the proposed key employees of the offeror, do not have a past performance history deemed relevant to this solicitation, the offeror will receive a neutral confidence rating. The neutral confidence rating will be considered in the overall assessment for a best value decision. The offeror receiving a neutral may not be evaluated favorably or unfavorably on past performance. Offerors are instructed to submit completed copies of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with offers (and include CCR, DUNS Number, CAGE CODE, and Tax ID Number with their offer.). The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, and is addended to incorporate the following clauses: 52.219-6 Notice of Total Small Business Set-Aside; 252.204-7004 Alt A - Required Central Contractor Registration; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited within the clause also apply: 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Ear; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. 252.212-7001.
