Description
The Philadelphia VA Medical Center, Philadelphia, PA intends to enter into a sole source contract with Embla Systems, Inc., 11001 W. 120th Ave., Broomfield, CO 80021 to obtain 20 Embletta X10 Systems with reusable XactTrace Belts (along with required equipment); 10 Nasal Pressure Cannulas; 15 XactTrace Reusable Belt (Medium Abdomen); 15 XactTrace Reusable Belt (Medium Thorax); 15 XactTrace Reusable Belt (Large Abdomen) and 15 XactTrace Reusable Belt (Large Thorax). Due to unique capabilities of the Embletta System, it has been identified as the only system capable of fulfilling the Governments needs. Required system features include: 9 Physiological channels and 7 derived, delivers 16 traces in total (Nasal Flow and Snoring from Cannula; 2 Respiratory Effort Signals; Oxygen Saturation and Pulse; Oral Thermistor; Snoring Sensor; Built-In 3-D Body Position and Activity Sensor); Event Button; Connectivity to the ResMed AutoSet through AutoSet Interface and Twelve-Hour recording capability. This announcement constitutes the only notice issued; a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.302, only one responsible source and no other supplies and services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Vendors offering systems including all features listed above and comparable to the Embletta Systems are invited to respond to this notice by supplying descriptive information about their systems to the designated Contract Specialist not later than 4:00 pm (EDST) on September 12, 2008. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
