Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity intends to ship 9 to 15 Rhesus, Indian origin Non-human primates (NHP) in support of Bangkok, Thailand within the next 2 months. This is a combined synopsis / soliciation, no solicitation will be released for this requirement. When submitting proposals for this requirement the control number will be W74MYF8228N033. This is a full and open competition, NAICS code is 112990 for this procurement. All contractors submitting proposal must comply with ALL of the following requirements. STATEMENT OF WORK - Independently and not as an agent of the Government, the contractors shall provide the necessary personnel, materials, services, facilities, and otherwise perform all actions necessary for and/or incidental to the performance of the work as described below: A. General Requirements: The objective of this contract is to safely and humanely transport nine (9) fully conscious and healthy Indian origin male Rhesus macaques (Macaca mulatta) from Primate Products Inc (PPI), 7780 NW 53rd Street, Miami, FL 33166-4102 to Bangkok, Thailand for arrival prior to the 23rd of October 2008. The Contractor shall adhere to the following: 1. The contractor shall hold a class B USDA license to carry animals within and import/export to and from the United States.B. Specific Requirements : 1. The Contractor must: a. provide International Air Transportation Association (IATA) approved crates for the transportation of the animals. The crates must provide access to food/water cups without allowing the animals to escape. The crates must be delivered to PPI, 7780 NW 53rd Street, Miami, FL 33166-4102 at least one week prior to shipment day. -- Crates must be suitably constructed for Rhesus macaques weighing between 10-14 kgs. b. validate and ensure all permits are correct and are provided to the necessary governmental agencies, transit ports, and/or commercial companies as required/necessary. c. prepare, validate, and ensure all other paperwork is correct and provided to the necessary governmental agencies, transit ports, and/or commercial companies as required. d. provide or arrange for properly trained personnel to assist with the transport and holding of the animals throughout the entire trip. This may include holding periods for the animals should the shipment/flight be delayed or on extended lay-over, or if the flight is cancelled. e. ensure the animals are properly and humanely cared for while the animals are being held for flight, during delays, or during layovers. Food and water must be arranged prior to arrival at all transit ports. Time and temperature parameters must be maintained as stated in the USDA Animal Welfare Act/Regulations (AWA/R, 2005) and the Guide for the Care and Use of Laboratory Animals. 1) Food must be offered at least once in a 24 hour period and potable water at least once very 12 hours while in transit. Food and potable water must be offered within four (4) hours before of being transported in commerce (AWR 3.89(a)) 2) Observed not less that once every 4 hours (AWA 3.90(a)) 3) Ambient temperature in non-human primate holding area must not fall below 45 F (7.2 C) or rise above 85 F (29.5 C) for more than four consecutive hours at any time that nonhuman primates are present (AWR 3.91(d)). 4) If ambient air temperatures are expected to be below 45 F (7.2 C) for a period of more than 45 minutes then the animals must be accompanied by a certificate of acclimation to lower temperatures (AWR 3.92(a)(3)) f. provide all airline reservations and accommodations required to complete the objective. This may include, but will not be limited to, freight charges, fuel charges, security surcharges, airway bill fee, transit permit fee, special document(s) fees, handling charges and service charges in the United States, and any transit port countries (not to include Bangkok). g. provide transportation from PPI, Miami, FL to the international airport at which the flight has been arranged. h. inform and/or ensure personnel are aware of and trained on the occupational health hazards associated with this species. The Rhesus macaques can be a carrier of Cercopithecine Herpes B virus. These animals have never tested positive for the virus but the precautions need to be taken. Reference: Occupational Health and Safety in the Care and Use of Nonhuman Primates. i. provide a Cercopithecine herpes B exposure kit for the transportation vehicle. j. be prepared to adequately response to any emergency (i.e. injured, sick, escaped animal, vehicle accident or any other emergency) If necessary, the contractor will dispose of the carcass. C. Personnel Requirements: The Contractor shall provide personnel with the necessary skill and level of expertise required to support the tasks to be performed under the SOW. * Key personnel to be determined during negotiations, * Personnel must have had a negative tuberculin skin test (PPD) within the last 6 months of exposure to the animals. D. 1. COMMERCIAL PACKING: Packing, handling methods and conditions of transportation shall be in accordance with all standards promulgated pursuant to U.S. Department of Agriculture, Title 9, Code of Federal Regulations, Subchapter A, Animal Welfare Act and in compliance with all U.S. Federal, State, and local regulations, laws, and ordinances. D.2. CONTAINERS: Animals shall be delivered in properly ventilated escape-proof crates furnished by the contractor(s). Each animal shall be situated in a separate compartment for delivery purposes unless another method is approved by the Contracting Officer Representative prior to time of shipment. Only clean uncontaminated crates shall be used in transporting the animals. Container costs will be included in the animal contracted price. Reusable containers can be used with the Government paying for the shipment of the containers back to the Contractor(s). D.3. MARKING: Each crate shall be marked with the delivery address, purchase request number, contract number and animal identification. Applicable is FAR 52.212-2, Evaluation-Commercial Items: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. Evaluation of offers shall be based on the following factors: (1) Technical capability (2) Past Performance, and (3) Price. Factors are listed in their relative order of importance. Each offeror must (1) submit written information that pertains to their capability to perform the required services which demonstrates knowledge of the requirement and all certifications (2) identify two federal, state, local government, or private contracts for which the offeror has performed work similar to the SOW in this solicitation (include contracts within the last two years, POCs, and telephone numbers). This solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 2005-16. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items must be included with the offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
