- MARKET SURVEY CAPABILITY & ASSESSEMENTFORSYSTEM ENGINEERING 2020 ANNOUNCEMENT The FAA is seeking highly specialized and skilled engineering and technical manpower resources to fill future requirments. A portion of the requirements are currently provided by the existing Systems Engineering and Technical Assistance (SETA) - II Contract and the other portion is to support the agency with the development of the FAA's Next Generation Air Transportation System (NextGen).This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.3.12. This is not a solicitation announcement. This announcement is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. PURPOSE The purpose of this market survey is to inform Industry of an upcoming procurement,assess market interest and assess the capabilities of potential offerors through the Survey Questionnaire responses. Results from this market survey will be used to develop our acquisition strategy. The FAA has not decided on how the total requirements will be met. The FAA is strongly considering the possibility of multiple contract awards. A subsequent Market Survey will be released prior to the Screening Information Request (SIR). A vendor's failure to respond to this market survey does not necessitate that vendor's exclusion from the related competition. However, the failure of adequate small business participation in this market survey may result in the government determining there are not sufficient qualified small business' interested to set aside this procurement or portions thereof for small business. Therefore, a full and open competition would be considered. The FAA is seeking information necessary to determine whether adequate competition exists to set-aside competition, in whole or in part, among small businesses and/or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Small businesses are requested to submit a Business Declaration Form (see attached). Therefore, small businesses are encouraged to respond to this market survey to ensure that their corporate capabilities are considered in determining the appropriateness of a set-aside. The FAA projects the following North American Industry Classification Systems (NAICS) codes will predominate the various efforts covered by SE2020: 541330 Engineering Services, Exception - Military and Aerospace Equipment and Military Weapons ($27M size standard)541511 Custom Computer Programming Services ($25M size standard)541611 Administrative Management and General Management Consulting Services ($7M size standard) 541618 Other Management Consulting Services ($7M size standard)541990 All Other Professional, Scientific and Technical Services ($7M size standard)561110 Other Administrative Services ($7M size standard)541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology (Size standard: 500 employees)) 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) - Aircraft (Size standard: 1,500 employees) SUBMISSION REQUIREMENTS AND INSTRUCTIONS The market survey issues 2 Attachments to be filled out and returned. The first Attachment is the Survey Questionnaire, which is comprised of instructions and the Survey. The Second attachment is the Business Declaration Form. A third (3) attachment is an Adobe copy of the SETA II Statement of Work for your reference. Interested companies are requested to provide two (2) identical submittal sets. Each set should comprise three (3) hard copies and two (2) soft copies of (Microsoft Office 2003 or later) the following:"Survey Questionnaire" Excel response - Capabilities summary of not more than 14 pages responding to corporate experience to accomplish the work described above in the predefined Excel format. All companies are to complete the Excel "SE2020_Market_Survey_Template_v.10.xls". Company's submissions must be renamed in the following manner: "SE2020_Market_Survey_Your Company Name".xls. A completed "Business Declaration" Form (Optional for Large Businesses) All responses to this Market Survey should be received no later than September 24, 2008. BACKGROUND The FAA has a current requirement for highly specialized and skilled engineering and technical manpower resources. A portion of this requirement is currently being provided by the existing Systems Engineering and Technical Assistance (SETA) - II Contract and the remaining portion of the requirement is to support the agency with the development of the FAA's Next Generation Air Transportation System (NextGen). These required resources will be performing tasks in the below areas: Development and Maintenance of the NAS Enterprise ArchitectureSystems Engineering Activities and Product DevelopmentNAS Planning & SchedulingCost & Financial ManagementInvestment Analysis/Operations ResearchJoint Resources Council Planning & SupportConfiguration Management (CM)NAS Technical Information/Communications SupportAcquisition Policy and Guidance Development and RefinementImplementation and Maintenance of Program Management and Systems Engineering Tools Information Systems Engineering Improvement Policy and Processes The current contract is the SETA - II, which provides Manpower resources in the above areas but it is scheduled to end in the fourth quarter of 2010 (See below for our existing plans for the acquisition strategy.) For your convenience, we have provided a copy of the existing Statement of Work of this SETA - II contract. Please note, however, that the Statement of Work is undergoing significant changes, and this version may not be current in the future. The FAA also has emerging requirements in the areas listed above as well as in related technical disciplines, to assist the agency with the development of the FAA's NextGen requirements (See http://www.faa.gov/NextGen ) in the areas listed above, as well as in related technical disciplines.
