- This is a Notice of Proposed Contract Action Sources Sought Synopsis. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that the Government intends to award a sole source contract modification to the Satellite Control Network Contract (SCNC) to procure, integrate and install components for SQPSK at TVCF. The SQPSK subsystem (hardware and software) will be installed and integrated in the TVCF. The TVCF asset and SQPSK subsystem will be in a full operational ready configuration for support of the Space-Based Infrared System (SBIRS)/SQPSK Factory Compatibility Test. The SBIRS High Component System is a new acquisition under the direction of SMC/IS to replace the Defense Support Program (DSP) in a phased incremental approach. SBIRS is an integrated ‘system of systems' consisting of multiple peacetime, survivable, and endurable space and ground segments. The SBIRS satellite uses a SQPSK modulation technique for its Link 4 downlink signal transmissions. SBIRS requests that the Air Force Satellite Control Network (AFSCN) install a SQPSK demodulation capability at the AFSCN TVCF resource. This capability supports the early-on orbit testing and operational support of the SBIRS satellites. This capability will be in place under the Remote Tracking Station Block Change (RBC) effort. However, the RBC effort will not be in place in time to support the initial SBIRS launch. As a result, a modification to the TVCF is needed until the RBC effort is complete. This proposed contract action is for the contractor to provide all services and supplies necessary to procure, design, develop, assemble, fabricate, produce, manufacture, install, integrate, test, and verify operations and requirements compliance for the SQPSK Subsystem in the TVCF: Contractor shall also take actions to minimize and mitigate unplanned downtime in order to ensure SCN mission integrity. Commercial-Off-The-Shelf products and processes are to be utilized to the maximum extent practical to meet requirements, e.g., reduce total ownership costs, minimize operational and logistics risks, and improve supportability. Existing equipment, equipment interfaces, and instruments shall be relocated as necessary, to support the successful installation of the SQPSK Subsystem Equipment or Rack in TVCF. Required completion date is 30Sep09. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The responses to this synopsis will be used to confirm that this remains a sole source requirement. This notice is not a Request for Proposals (RFP). It is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding a contract modification. Any information submitted by respondents to this synopsis is strictly voluntary. The government will not pay for any information that is submitted by respondents to this notice. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Mr. Kris Kohlhoff, SLG/PKN, 1050 E.
