- STATEMENT OF WORK INDOOR ENVIRONMENT QUALITY SERVICES FOR THE US DEPARTMENT OF LABOR, BUREAU OF LABOR STATISTICS I.Background: The U.S. Department of Labor, Bureau of Labor Statistics is located in the Postal Square Building (PSB) at #2 Massachusetts Avenue, N.E., Washington, DC. The PSB is situated in the historic Capitol Hill area. The City Post Office, as the PSB was originally called, was planned at the turn of the century, and totally renovated by 1992. In addition to BLS, the PSB is occupied by several other federal agencies, Building Management Staff of the General Services Administration (GSA), and the building’s facility management contractor. A Capital City Brewery restaurant is located off the historic lobby. The PSB has a total of eight floors, the parking level being the lowest, then the ground floor, then floors one through six. In 1997, Bureau of Labor Statistics (BLS) developed and implemented an Indoor Environmental Quality (IEQ) Program plan specific for BLS at the Postal Square Building. The plan encompasses management of indoor air quality, drinking water quality, non-potable water microbial contamination control, and pest control practices. The IEQ Program plan specifies the frequency and extent of environmental quality testing. The program requires background indoor air quality (total volatile organic compounds and formaldehyde), drinking water quality (lead, copper, iron and bacterial), and cooling tower water Legionella bacteria testing at least two times a year. All IEQ test results are entered into an IEQ Database Management System designed to track and monitor BLS IEQ issues in the PSB. II.Scope of Work To maintain acceptable indoor environmental quality in BLS occupied space in the PSB, the contractor shall conduct periodic sampling of indoor air, drinking water, and cooling tower water testing and analysis as specified in the BLS IEQ Program plan. The contractor shall provide a full spectrum of environmental, safety and health and scientific support services to the Bureau. Contractor staff must have professional environmental, safety and health certifications including certified industrial hygienists, certified safety professionals, and staff experienced in performing environmental, safety and health services for government clients. The contractor shall have experience in performing comprehensive surveys, studies and monitoring to identify, assess and control chemical, physical and biological hazards, and provide the client agency with appropriate recommendations for remediation. Additionally, the contractor shall provide indoor air quality investigation testing and support on an as needed basis. Such support will include, but is not limited to, BLS employee complaints of thermal comfort, odor and dust, sick building syndrome, and building related illness and mold. Listed below are the required sampling schedules, and the methods for selection of sampling locations. a.Indoor Air Quality 1)The test will include, at minimum, air sampling and analysis for the following environmental conditions. a)Total volatile organic compounds (TVOC) b)Formaldehyde c)Carbon dioxide d)Bioaerosols e)Measurement of Temperature, Relative humidity, Supply air flow at diffusers, Outside air flow rate or percent rate 2)Sampling Schedule Sampling will be conducted two times a year, in February and in early September, accordance with the Bureau’s IAQ Management Plan. 3)Sampling Locations (approximately 20-30 samples) Sampling locations will be selected so that at least a sample is collected from each ventilation zone. In other words, four (4) samples should be collected from each BLS fully occupied floor, one for each zone served by the systems in each mechanical room. b.Drinking Water 1)The test will include, at minimum, sampling and analysis for the following environmental conditions. a)Lead b)Copper c)Iron d)Bacteria 2)Sampling Schedule Drinking water quality tests shall be conducted four times a year, during March, July, September and December at the drinking fountains and pantry locations designated in the table below. At each drinking fountain, two samples should be collected, one from the upper basis, one from the lower basis.
