Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 155327 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 05-26. The NAICS code is 441221 - MOTORCYCLE DEALERS. Overview of Requirement The United States Secret Service (USSS) has a requirement to purchase motorcycle parts and possible accessories shown below. Motorcycle requirements: Format for Proposal Pricing: the offeror shall provide a total price for the motorcycle and the parts. Contact information: The offeror shall provide the name, title, telephone number, fax number, and email address of the point of contact. The offeror shall provide the nine-digit DUNS and the nine-digit TIN. DUNS is used to verify that the vendor is in CCR and a small business for the NAICS 441221. The Taxpayer Identification Number is necessary for electronic payment. Evaluation Factors The Government intends to award a fixed price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, capability, price and other factors considered. An award may be made to other than the lowest-price proposal received. The proposal will be evaluated on their ability to meet the requirements listed above and Price. It is anticipated that this requirement will be a fixed price contract. All responsible small business sources may submit a quotation which will be considered by the USSS. SPECIFICATIONS: Proposed XL 883 Sportster HDI motorcycles to be in full compliance as follows: A. Engine: Piston displacement of 850 to 883cc Electronic Sequential Port Fuel Injection V-Twin, air-cooled, with two cylinders equipped with overhead valves, producing minimal vibration frequencies and magnitudes. Front D401F MH100/90-19, rear D401 MH150/80B -16 blackwall tires.F. Fuel Tank:Fuel tank to have a capacity of not less than three and three tenths (3.3) U.S. gallons (or 12.5 liters). Must provide reserve fuel capacity of 0.8 gallon (or 3.0 liters) when main supply is exhausted. G. Electrical System: Electrical system shall be nominal 12-volt as follows: 1. Battery. Sealed, heavy-duty maintenance-free, 12-volt, minimum rated capacity – 12 ampere hours per Battery Council International (BCI) rating, 200 cold cranking amps. 2. Ignition. Non-waste spark, alpha control. 3. Charging System. Single-phase 30-amp high output alternator and solid state regulator. 4. Connectors. Industrial grade throughout. 5. Hand Controls. Water-resistant switches. 6. Starting System. 1.2 kW electric with solenoid shift starter motor engagement required. 7. Horn. Sound level audible above motorcycle and traffic-generated noise. 8. Lighting: Each motorcycle shall be provided with the following lighting equipment: a. Quartz, Halogen Headlight. b. Tail light. c. Turn Signals, self-canceling system. 1. Headlamp. Quartz halogen 55-watt low beam and a 60-watt high beam. H. Visual Displays: 1. Speedometer. Analog speedometer, to indicate 0-220 Kph. 2. Odometer. Calibrated, cumulative. 3. Re-settable trip meter and diagnostic readout. 4. Neutral Indicator 5. Turn signals. 6. High beam indicator. I. Feature Requirements:1. Seat. Latest solo saddle. 2. Handlebars.
