- The Contracting Center of Excellence (CCE) on behalf of the The Office of the Deputy Assistant Secretary of the Army for Privatization & Partnerships intends to award a Sole Source Contract to Jones Lang LaSalle Americas, Inc, 1627 Eye St. N.W., Washington, D.C 20006-4007. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to provide Project/Program Management Support to the Office of the Deputy Assistant Secretary of the Army for Privatization & Partnerships. The work is primarily performed at Headquarters Department of the Army offices of the Residential Communities Initiative (RCI), Privatization of Army Lodging (PAL), and at Army installations. The contractor shall provide project/program management support services to assist with development and management of privatization activities to include; feasibility assessment, negotiation of development and management plans, and portfolio and asset management. Task One (1): The contractor shall provide program management and administrative support to the Armys privatization programs. Task Two (2): The Contractor shall conduct feasibility assessments (due diligence) at selected installations where privatization is under consideration, including privatization of family housing, lodging, and/or unaccompanied personnel housing. Task Three (3): The Contractor shall provide support to define and negotiate a development and management plan for privatization of facilities, including family housing, lodging, and/or unaccompanied personnel housing, uniquely suited to a specific installation or combination of installations. The plan must include a development scope and timetable, property management plan, and finance plan. Task Four (4): The Contractor shall assist with design and implementation of portfolio and asset management tools and methodology to monitor performance and condition of the portfolio of privatized facilities, including family housing, lodging, and unaccompanied personnel housing. The Government intends to solicit and negotiate the required services with only one source IAW with FAR, Part 6.302-2. Unusual and compelling urgency. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements of no more than 10 pages received by 10:00 a.m., 9 September 2008. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
