- The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source, commercial item contract with Compro Computer Services, Inc., 105 East Drive, Melbourne, Florida, 32904 under the authority of FAR6.302-1(b )(2). The title of the project is BWR Simulator Computer Replacement. This procurement seeks to establish a sole-source contract with Compro to replace the real-time computer systems associated with the General Electric BWR/4 simulator. This procurement seeks to replace one of the existing RSX computers with an emulated RSX computer, wherein the emulated system replicates the functionality of the RSX system on standard, non-proprietary computer system hardware, supplemented with compatible, proprietary hardware that performs reflective memory functions and simulator control bench board input/output (I/O) functions. This procurement seeks to replace the second, standby RSX computer with similar equipment to that described in the above paragraph, but one that runs the Windows XP operating system. Both this and the above system will be interconnected with Reflective Memory. The contractor shall provide and install replacement computer systems for the existing Com pro RSX computer systems associated with the BWR nuclear power plant simulator. The replacement system shall be capable of executing the Compro MPX-32 operating system and the simulation software. The replacement system shall be capable of communicating with the existing simulator I/O system The Contractor shall provide a computer system capable of replicating the functionality of the running RSX system. The systems shall be capable of running the MPX-32 3.6.2U3 operating system within an emulated environment, and shall be capable of executing unmodified simulator code within an emulated environment. Contractor shall provide a development system to replace the standby RSX. Although this system is not required to run the MPX operating system, the main system circuit board (motherboard) shall be the same as the system described in C.3.3. This system will be used as a development platform to transition the simulator from the proprietary MPX operating system to Microsoft Windows XP. Contractor shall integrate the hardware and emulation software at the factory. Contractor shall provide up to 40 hours of post-installation en-sue consultation to assist in the transition from the existing computer system to the replacement computer system. Contractor shall provide one year of total system support; to include on-site repair or replacement of failed components, any updates to software provided under this contract that may be developed by the Contractor, and replacement of contractor-provided hardware components that become obsolete during the performance period of this contract. The year of total system support shall begin at NRC acceptance of the completed installation. Contractor shall provide, as a separate option, a recommended spares kit for hardware provided under this contract. NRC intends to award a firm fixed price contract for one year with four one-year options for a total estimated period of performance of five years. No solicitation document exists. The procurement is being conducted under FAR Part 12. Interested firms should submit written responses that provide evidence of the respondent’s capability to perform the required services to the U.S. NRC, Attention: Monique B. Capability statements that do not demonstrate evidence of the respondent’s ability to provide these services will not be considered.
