Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the FAR (Federal Acquisition Regulation) as supplemented with additional information included in this notice. The U.S. Army Dugway Proving Ground, Directorate of Contracting is contemplating the procurement: (a) CLIN 0001 One (1) EA Religious Activies Coordinator, CLIN 0002 one (1) Manpower Report Requirement. PERFORMANCE WORK STATEMENT Contract:Provide non-personal services as a Religious Activities Coordinator in accordance with the Performance Work Statement Contract Period:12 Month Period Beginning with Date of Signed Contract 40 Hours per Week-Flex Schedule-Some Weekends Required. The Base Year period is, anticipated to begin 1 Oct 2008. The Contractor will be authorized sick leave, holidays, and vacation leave in accordance with the Service Contract Act. During any other time off, the Contractor shall provide a replacement that shall be approved by the Contracting Officers Representative (COR). 1. SCOPE OF WORK. It is the responsibility of the Contractor to articulate and develop promotional campaigns and endeavors, maintain records of supplies, materials, and attendance, to include chapel personnel, volunteers, organizations, and agencies. Contractor must coordinate post wide related religious program activities. The Contractor must implement the installation chapel religious education program for children ages 3 and above including but not limited to Protestant Sunday School, Catholic CCD, and Youth Group. The Contractor must provide for the religious education of all individuals enrolled in the program. The Contractor must provide resources, training, and support for Installation chaplain with technical advice and expertise on how to improve the religious education program. Services rendered by the Contractor must support specific Religious Education needs that cannot be provided by the Installation Ministry Team or volunteers. 2. PERSONNEL. 2.1. The Contractor must perform the requirements of this contract. 2.2. In the temporary absence of the DPG Installation Religious Activities Coordinator, the Contractor must identify to the government the individual assuming the duties of the DPG Installation Religious Activities Coordinator. The replacement shall meet all the same qualifications as the religious coordinator and meet the approval of the COR and/or contracting Officer. 2.3. Programs must be ecumenical, nondenominational, and pluralistic. 2.4. The Contractor must have an Associates Degree in a related field from an accredited university (preferred) and two years of work experience (paid preferred or volunteer) or a High School Diploma and six years of work experience (paid preferred or volunteer). The DPG Installation Chaplain can grant exception. Proof of degree and/or experience will be submitted to the Contracting Officer with the proposal. 2.5. The Contractor must demonstrate strict confidentiality regarding persons interviewed, and other information relating to individuals participating in the Dugway Chapel religious activities ministry program. The Contractor must not relate or provide sensitive information regarding persons, personal notes, check lists, or interview records to any person without the approval of the DPG Installation Chaplain. 2.6. All material used by the Contractor must meet the standards of acceptability established in AR 165-1 Chaplain Activities in the United States Army, and Chief of Chaplains Policy Letters. Materials/publications that berate or attack the faith/beliefs of personal religious practices will not be used or given out in the DPG religious activities ministry program. The Religious Coordinator shall comply with all terms in AR 165-1. 2.7. The Contractor will not permit volunteers or religious activity participants to verbally or in written form berate or attack the faith/beliefs of personal religious practices and will not engage in or allow attempts to proselytize or convert persons from their personal religious practices. 2.8. The Contractor must conduct him/herself in a professional manner at all times, to include appropriate dress and behavior. 2.9. In the event the Contractor becomes aware of situations needing resources/counseling, the Contractor must immediately make referral to the DPG Installation Chaplain. 3. SPECIFIC TASKS. As Religious Activities Coordinator: Maintain 12 monthly attendance reports statistical reports as required and official recordkeeping, including quarterly reports. Plan and coordinate 3 chapel events to include Volunteer Recognition, National Day of Prayer, and God & Country luncheon. Assist with planning and implementing the post-wide Vacation Bible School Program in accordance with the Installation chaplains direction. Insure all volunteers have been screened through the Installation Volunteer Coordinators Office and will maintain the screening reports on file. Account for all volunteer hours in the program by submitting a monthly report to the Installation Chaplain and Installation Volunteer Coordinators Office. Conduct registration beginning in August and through the month of September for at least three days per week, to include Sunday morning. Assist with regularly scheduled teacher training of at least 2 hours duration at least once per quarter. Present during the regularly scheduled Sunday morning and afternoon religious education classes, from 0930-1100 and 1245-1415. Recruiting volunteer teachers for Sunday School, CDC and volunteers to assist with the administration of the program during class time. Present a weekly report of planned activities during the weekly staff meeting to enable staff coordination. Brief the Installation Chaplain at least one per week concerning upcoming events, problems, or suggestions with respect to the religious activity ministry program. Present a calendar of proposed events and activities to the Installation Chaplains Office prior to the end of each quarter. Update the Installation Ministry Team Calendar monthly or as changes occur. Coordinate and conduct monthly post-wide religious activity planning and coordination meetings for the DPG religious activity support groups. Coordinate or conduct two combined post wide religious activities per year. The activities should challenge participants spiritually and in leadership skills. 4. ADMINISTRATION 4.1. The Contractor must coordinate all Transportation Motor Pool vehicle request to support Post-wide religious activities. 4.2. The Contractor must be familiar with the operations of the Installation Chaplains Office and able to deal with crisis intervention type situations. 4.3. The Contractor must serve as Public Relations Liaison, ensuring that all advertisements and news releases are coordinated with and approved by the DPG Installation Chaplain prior to publication. Support annual special events through advertising and coordination services as required. 4.4. The Contractor must support/augment the existing office staff (administrative assistant) during times of peak activity to ensure effective customer service. This includes answering phones, filling out forms, responding to support requests, and maintaining the functionality of the office environment. 4.5. The Contractor must provide an instructor for each scheduled class. The Contractor must distribute to each instructor the required books and teaching materials for each session at least seven days in advance. The Contractor must screen and sort prospective students into classes based upon age and past enrollment in a religious program 4.6. The Contractor must propose suggestions for other events in the religious education calendar, such as volunteer appreciation, social, and special events. The DPG Installation Chaplain will direct and supervise all such events. 4.7. The Contractor must develop and maintain communications with parents, students, Installation Chaplain and teacher aid volunteers. 4.8. The Contractor must submit requests for facilities usage to the DPG Installation Chaplain or post activity for religious education activities in accordance with the SOP for that chapel or installation activity. 4.9. The Contractor must submit requests for supplies and materials to support the religious education program to the DPG Installation Chaplain in accordance with the Installation Chaplains SOP. 4.10. If the Contractor signs for a key to a building to conduct any activity or work, the contractor assumes responsibility for any loss or damage to both Real and Installation property that may occur during the period that the building is open with said key and not under the supervision of Chapel Staff. 4.11. Assists the Ministry Team in: The full cycle of budgetary activity for appropriated funds to include planning, budgeting, expending, tracking and analyzing commitment and obligation records under the supervision of the Installation Chaplain. Developing operating budget estimate and its execution. Maintaining up-to-date status of commitments, obligations and balance of unobligated funding. Monitoring utilization of the annual funding program which is controlled by expense ceilings regarding contracts, TDY, and maintenance, facilities, and other un-programmed special projects. 4.12. Assists the Ministry Team in: Preparing documentation to obtain additional fund grants from the Chief of Chaplains to support unfinanced requirements and special functions and projects. Preparing and briefing reoccurring financial reports for the Installation Chaplain and the Chaplains Program and Budget Advisory Council (CPBAC). 4.13. Reviewing the Installation Status Report (ISR) for services and support provided by the chapel. Verifying completeness, accuracy, and consistency. Initiates corrective actions if necessary, recommends overwrites and prepares supporting comments. This announcement constitutes the only solicitation requested and a written solicitation will not be issued. Supporting evidence must be furnished to demonstrate the ability to comply with the governments requirements. The solicitation is issued as a request for quote (RFQ). Submit written offers on RFQ W911S6-08-T-0072. All firms responding must be registered with the Central Contractor Registration (CCR). The Federal Supply Class (FSC) is R699. North American Industrial Classification Standard 8661 (6.5M) size standard in number of employees applies to this procurement.
