- This is an unrestricted procurement. Vendor must be actively registered in CCR. Release Solicitation 9/06/2008; Site Visit 9/10/2008; Bid Opening 9/15/2008. Please refer to solicitation for hours. Wage Determination rates apply and are contained in the solicitation. Magnitude of construction is between $100,000.00 and $150,000.00 for base year plus four option years. All requests for this solicitation must be made by e-mail to jeffrey.flook@amedd.army.mil by 9/15/2008. Requests made by phone or later than this date will be rejected. The work to be performed under this project consists of all materials, labor, and services to perform preventive maintenance services for the Fort Detrick water distribution system by conducting an Underground Water Line Leak Detection Survey. The work includes the following activities: Two preventive maintenance surveys are to be conducted twice a year on the 45 miles water distribution system. The contractor shall utilize ultrasonic leak detection techniques to pinpoint leaks in the underground water distribution system without any excavation. In addition, the contractor shall locate and identify any buried main valves which should be raised to grade on the inspection report. The contractor shall also identify broken valve boxes and identify location of same in the inspection report. The contractor shall conduct the leak detection survey twice a year. The surveys shall take place during the spring and the fall months to indicate the following: "The spring surveys will detect leaks that occur during the winter months that may have not surfaced. "The fall survey will detect leaks before going into winter months. In addition to twice yearly preventive maintenance inspections, the contractor will be on call to perform leak detection on an as needed basis. Total length of the water distribution lines to be inspected is approximately 45 miles. The housing developments Catoctin View and Monocacy Meadows are to be included. The inspections for the plastic piping in these developments will require house to house surveying by listening on individual curb boxes. Bid requirements are: 1) price per year for spring and fall inspections; and 2) hourly rate when contractor is required on an as needed basis Base Year: 11/01/08 10/31/09 Option Year 1: 11/01/09 10/31/10 Option Year 2: 11/01/10 10/31/11 Option Year 3: 11/01/11 10/31/12 Option Year 4: 11/01/12 10/31/13 No drawings are part of the bid package for this procurement.
